MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE HOUSING SUMMIT: • Convened on June 14, 2004 by Governor Napolitano, the Maricopa County Board of Supervisors and GPEC. • Findings - Without our critical workforce housing “infrastructure” in place we will jeopardize the strength of our economy and the quality of life we enjoy. - A comprehensive regional plan must be developed in order to create a sustainable solution. - A “sanctioned” Task Force involving a cross-section of “stakeholders” is considered the most viable mechanism to develop a credible and “implementable” plan.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE VISION: It is the vision of the Task Force that within 15 years, sufficient workforce housing will be available and affordable throughout the Valley to all working families with special emphasis on those (i.e. teachers, bank tellers, etc.) who are currently making between approximately $20,000 and $42,000. It is further envisioned that the economic value and importance of workforce housing will be understood and supported by people in our region at every level.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE MISSION: The Regional Task Force on Quality Workforce Housing will convene community leaders (public and private) to thoroughly assess the state of affordable workforce housing in Maricopa County. Further, as a part of its mission the Task Force will develop a comprehensive, integrated Regional Housing Plan. This plan will help to create a world class community and build a “quality of place” for all of our residents to live and thrive. Note: In pursuing its mission the Task Force will maintain a bias for action, adaptable operating style and be committed to setting an annual goal for the construction of incremental quality workforce housing (rental and owned) units that effectively meets the needs of our community. Further, the Task Force will be inclusive and employ its diverse membership as champions and facilitators of needed change.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE GOALS: The goals of the Regional Task Force are as follows: • By Q4 2005, the Task Force will conclude its work with a set of recommendations (including quantifiable production goals) submitted and a mechanism to operationalize those recommendations identified. • To help dispel the “NIMBY” attitude across the region, by December 2005 the Task Force will have informed our advocates, the general public and the media about workforce housing and the need to and value of addressing this issue immediately. • Ensure the recommendations in the plan are measurable.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE STRUCTURE: The Task Force will be a compilation of community leaders throughout our valley, representing diverse industries and segments of our population. The suggested entities to be represented currently fall into the following categories: • Elected Officials • Business Leaders • Housing Industry (Profit and Non-Profit Sectors) • Community Leaders (Outside of Housing) • Public Sector (HUD, City and County “Housing Knowledgeable” staff)

  7. MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE STRUCTURE: (continued) • The Task Force will have a steering committee of approximately 13 people including a chairman. The Task Force will also have sub-committees in the areas of: - Policy - Outreach - Land Use - Process - Financial Resources

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE SUB-COMMITTEE FOCUS: Policy: This group would take a look at existing issues that affects the production, cost and approval of workforce housing projects and make recommendations that would help improve our ability to provide workforce housing throughout the region. The result of this work and that of the other committees is a product that is expected can be used as an additional resource when the cities and towns update their general plans.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE SUB-COMMITTEE FOCUS: (continued) Outreach: The primary goal of the Outreach Committee is to identify ways to engage and inform all relevant stakeholders and help champion the awareness of the issues and their importance to their community. The Committee will also suggest materials to educate the range of audiences we are attempting to reach and look for vehicles that can be utilized to broaden the scope of understanding of this emerging problem.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE SUB-COMMITTEE: (continued) Land Usage: The Land Usage Committee will (using the hired consultant) take an inventory of the existing workforce housing and available land in Maricopa County. The Committee will evaluate available local and national research regarding options for public and private land usage. The Committee will further look at the current and the projected need and then make recommendations on how to best utilize available land to serve the interests of working families and our community. The Task Force will thoroughly consider single and multi-family housing.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE SUB-COMMITTEE FOCUS: (continued) Process: Analyze current procedures that serve to guide the production/preservation of workforce housing. Identify barriers that prohibit the production of workforce housing and outline a set of recommendations to address the identified barriers/opportunities. The thoughtful analysis by this Committee will produce a catalogue of best practices pertaining to architectural and engineering design.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE SUB-COMMITTEE FOCUS: (continued) Financial Resources: Identify historic use of financial resources by location, units produced, income level, leverage with other financial resources and identity of the entity funded. Identify and inventory all possible partners and programs associated with providing financial resources to expand the capacity and availability of workforce housing in the community. Recommendations will cover how various funds can be leveraged to meet our unit goals over the next 5, 10 and 15 years.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE SUPPORT: • The Task Force will be supported by a public relations firm who will help announce our efforts, highlight our progress and promote our recommendations. Staff-wise we will be supported by a paid consultant who will help research the issues locally and nationally to identify best practices, assemble the necessary information and relevant speakers. The consultant will be supported by the Stardust Center for Affordable Homes and the Family at A.S.U.

MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE SUPPORT: (continued) • Further, as a part of our process we would like to connect to MAG’s committee structure in an effort to gain knowledge and information that would help the Task Force develop more well-informed actionable recommendations. In addition, we would like approval to work with the MAG staff to review existing statistical data that would be helpful in defining the current housing situation and profiling the region.

  15. MARICOPA ASSOCIATION OF GOVERNMENTS REGIONAL WORKFORCE HOUSING TASK FORCE TO OPERATIONALIZE THIS PLAN WE NEED TO: Status • Draft the initial scope of work to help drive the focus discussion of the Task Force in the first 60 days. Done • Recruit initial list of Task Force members. Done • Secure a commitment from ADOH to work with the Task Force regarding data analysis. Done • Secure the funding for the Task Force process (sources being pursued are the Maricopa County and Phoenix IDA’s, ADOH, Bank of America, Wells Fargo, Bank One, HUD, Stardust Initiatives and others).
