Prospects for Development of Bulgarian Model for R&D Management in Support of Defence Industry Presented by Assoc. Prof. Dr Tsvetan Tsvetkov UNWE-DNRS e-mail: tsvetant@unwe.acad.bg
The intricacy of the defence innovation system require, while developing the concept and model for R&D management to conduct analyses at three levels – international, national and defence industry level.
Research objects at the international level • International organisations which activities concern defence industry and defence R&D. • Institutions that can be sources to finance innovations. • Research products users.
Research objects at the national level • National innovation systems of countries involved at SFP project. • National strategic documents that concern R&D and defence R&D. • Scientific potential of the countries.
Research objects at the defence industry level • Actors in R&D process. • Stakeholders with their specific interests. • Specificity of the defence innovation process. • Defence industry transformation process.
Objective of the research To develop a NATO integrated R&D concept and model as an incremental tool for improvement of the national R&D management system.
Tasks of the research • To explore best practices and regulations. • To explore Defence Industry Transformation processes. • To formulate a Concept for Management of Security Related R&D. • To formulate a Model for Management of Security Related R&D. • To serve as a good example to encourage the further synergy and complementary cooperation between the governmental institutions and science institutions. • To identify the critical areas and the crucial problems referring the Defence Industrial Transformation.
Objects of the research NATO/EU requirements, innovation policy, innovation systems and innovation practice US, France, Germany, UK, The Netherlands, Bulgaria, Romania and Macedonia.
Subject of the research Defence related R&D management process and defence industry transformation. There will be explored: main actors, their functions and obligations, decision-making process, procedures for financing, programme management of resources for R&D, R&D projects management
Preliminary structure of the Concept for Management of R&D • Concept purpose, scope and limitations, aim and tasks of the document • R&D management environment • Scope, purpose and matters of R&D management • Objectives • Alternative R&D policies • Management cycle and key processes • Management organisation, participants and stakeholders • Legal and executive framework for R&D management • Output • Influence on the defence industrial transformation
Preliminary structure of the Model for Management of R&D • I. Specification of the Model and its elements • II. Graphical part of the model • Graphical models of other key processes, related to the R&D management. • Graphical model of the R&D management process • III. Add-ons • List of operative legal documents regulating the R&D management. • List of authorities taking part in R&D management, internal for the MoD • List of authorities taking part in R&D management, external for the MoD; List of institutions and entities – potential executors of R&D projects. • List of enterprises – potential integrators of research products • List of literature sources and other methodological materials about R&D management.
At the international level The research work was distributes between national groups in the project team as follows: • Bulgaria(DNRS – UNWE): UK, The Netherlands, Israel, NATO/EU regulations. • Romania: USA, France • Macedonia: Germany
Common issues • Innovators’ market orientation • Concurrent product and process development • Strategic orientation of the innovation process • Technological cooperation and integration • Programme management of defence resources for innovation • The innovation process is managed by developing, evaluating and implementing projects • Idea for establishment of portfolio management of innovation projects disseminates
4. Plans for the future We are planning to continue with the following actions: • Identification, collection and exploration of developed countries’ good practices that can be used in R&D management concept and model development. • Research of national innovation systems and their interdependence with defence innovation systems of countries in the project. • Research the specificity of existing Defence R&D management systems • Defence industry transformation process exploration.
