  1. The CASCADE ProgrammeBlueprint forADS-B Deployment ASAS-TN2 Workshop – Amsterdam 23-25 April 2007 Christos Rekkas CASCADE Deputy Programme Manager, EUROCONTROL European Organisation for the Safety of Air Navigation

  2. Contents Scope and Approach First standard published First ADS-B Implementation Sites ADS-B Pioneer Airlines ADS-B Implementation Roadmap

  3. CASCADE Scope • Ground Surveillance Applications (ADS-B-out) • In a non-radar environment • In a radar environment • On the airport surface • Aircraft derived data ADS-B Receiver • Airborne Surveillance Applications (ADS-B-in & TIS-B) • Situational awareness on the surface • Airborne situational awareness • Visual separation on approach • In Trail Procedure • Sequencing and Merging

  4. From validation to implementation Availability of standards

  5. First standard published ADS-B-NRA Safety, Performance & Interoperability Requirements, developed by the RFG EUROCAE ED-126 / RTCA DO-303 Published in December 2006 Basis of the EASA certification material to be published by October 2007

  6. CRISTAL Approach Partnerships with the stakeholders From “pocket” areas to regional ADS-B implementation The “Crystallisation” effect Pioneer Airlines project Local CRISTAL projects

  7. First Implementation Sites • LVNL (Netherlands) implements ADS-B & WAM by 2009 in N. Sea • LFV Sweden implements by • 2008 (Kiruna) • 2009 (Ostgota) • 6 ANSPs (CRISTAL MED:Cyprus, France, Greece, Italy, Malta, Portugal) validate ADS-B towards implementation decision by 2008 • 7th ANSP (Turkey) to join soon • DFS to include ADS-B (and WAM) in its SUR Strategy • Target date is 2015

  8. ADS-B Pioneer Airlines Currently: 11 airlines 200 aircraft 280,000 flights/year Airworthiness approval for ADS-B NRA by EASA in 2007-08 Target is 20 airlines and more than 300 aircraft by mid-2007

  9. ADS-B in Non-Radar AirspaceConvergence to implementation Pioneer Phase Airworthiness Approval Operational Approval Operations ED-126 DO-303 Safety Case Operations Station Installation 2007 2008 2009 2010

  10. Cost/Benefits - Example More Capacity – Less Holding – Shorter Routes

  11. ADS-B Implementation Roadmap NRA: In Non-Radar Airspace RAD: In Radar Airspace VSA: Visual Separation in Approach ITP: In Trail Procedure APT or SURF: On the Airport Surface ADD: Aircraft Derived Data for ground tools AIRB: During flight operations S&M: Sequencing and Merging

  12. The European ADS-B Policy “Deployment based on local operational requirements: choose radar, ADS-B, multilateration or a combination of these techniques ” • Step 1: Voluntary implementation in “pocket areas” • ADS-B-out • ADS-B-NRA • ADS-B-RAD • ADS-B-in • ATSAW (VSA, ITP) • Using existing equipment (DO-260 and DO-260A) • Step 2: Implementation based on an Implementing Rule • Rule being developed - To be published by early 2009 • Mandate is a possibility • Using upgraded equipment

  13. Conclusions • The first ADS-B standard (on NRA) developed by the RFG is now officially published • EUROCAE ED-126 / RTCA DO-303 • The first implementation sites in Europe are known • Netherlands (N. Sea/2009) • Sweden (Kiruna/2008 and Ostgota/2009) • Implementation decision in 7 Mediterranean countries by 2008-09 • DFS has included ADS-B in its Surveillance Strategy (2015) • 11 pioneer airlines and more than 200 pioneer a/c • Target is 20 airlines and more than 300 aircraft by mid-2007 • Implementation Policy in Europe • Step 1: Voluntary in “pocket areas” with existing certified equipment • Step 2: Implementing Rule (being developed) to be published by early 2009 and requiring upgraded equipment

  14. AddendumADS-B in Australia • 28th June, 2006: concluded Burnett Basin Trial (Stage 1) and commenced Stage 2 • Now: Stage 2 ADS-B services include • provision of ADS-B based safety net and alerting services • identification and altitude verification • use of ADS-B position and altitude information in the application of procedural separation standards between ADS-B tracks and all other tracks • Also continue to provide ADS-B based 5nm separation services in the area that was previously the ADS-B Trial airspace. • Dec 2007: Stage 3 - introduction of full ADS-B 5nm separation services in Upper Airspace across the country once all 28 ground stations are deployed. • Additional 20 sites will get ground stations to allow full Upper airspace coverage and complement radars June 2006 ADS-B Coverage Stage 2 services applicable
