  3. Targets PLW • Upgrade qualification level of labour force • Develop sustainable infrastructure for LLL: stimulate and support concrete activities with specific targets for RPL, training and education

  4. PLW results so far • 45 regional projects • 15 projects yearly in HPE • 60,000 work based learning • 20,000 RPL • 40 front offices learning & working

  5. RPL in the Netherlands • National standards: • Educational learning outcomes • Branches of industry • RPL-result: ‘certificate of experience’ • Open market: • Public and private providers • Educ. institutions and others • Quality code • RPL-register

  6. Instruments • Financial: • subsidize projects • tax measures • Communication: RPL-campaign on radio, television, internet etc. • National Expertise Centre RPL • Portal RPL, learning & working

  7. Instruments • Annual awards: • Best training activities • Best RPL-activities • Project monitoring and support • Platforms, meetings, conferences • Act as ‘troubleshooter’ and intermediate

  8. Challenges HE • Customer and market orientation • Tailor made flexible learning paths work based learning • RPL and WBL in research oriented universities In general: development of HEI’s to Institutions for Lifelong Learning
