4. Important Nofa Dates • The NOFA was released July 14th 2017 • The CoC and Project Applications were available in e-snaps on July 19th • Detailed Instructions for the applications will be available on or after July 31st • All CoC Applications must be submitted by September 28th 8:00 pm

General Nofa Summary • 2 Billion Dollars are available but may not be sufficient to fund all eligible renewals • HUD is offering a Permanent Housing Bonus • 6 percent of the CoC’s Annual Renewal Demand (ARD) • HUD is allowing new projects to be created through the Permanent Housing Bonus and Reallocation

6. Prioritizing Projects • HUD requires Communities to “Tier” Projects • Tier 1 = 94 percent of current award (Annual Renewal Demand) • Tier II = 6 percent of current award + Bonus • Planning Projects and UFA Costs are NOT part of Tiering

8. 2017 Policy Priorities • Ending homelessness for all persons • Creating a systemic response to homelessness • Strategically allocating and using resources • Use a Housing First approach

Ending homelessness for all persons • CoCs should identify, engage, and effectively serve all persons experiencing homelessness • CoCs should measure performance based on local data that take into account the challenges faced by all subpopulations experiencing homelessness • CoCs should have a comprehensive outreach strategy to identify and continuously engage all unsheltered individuals and families • CoCs should use local data to determine the characteristics of individuals and families with the highest needs and longest experiences of homelessness to develop tailored housing and services • CoCs should use the reallocation process to create new projects that improve their overall performance and better respond to their needs

10. Creating a systemic response to homelessness • CoCs should be use system performance measures (i.e.-average length of homeless episodes) to determine how effectively people experiencing homelessness are being served • CoCs should be use Coordinated Entry process to promote participant choice, coordinate homeless assistance/mainstream housing and services to ensure assistance is provided quickly, is open, inclusive, and transparent.

11. Strategically allocating and using resources • Using cost, performance, and outcome data, CoCs should improve how resources are utilized to end homelessness • CoCs should review project quality, performance, and cost effectiveness. HUD also encourages CoCs to maximize the use of mainstream and other community-based resources when serving persons experiencing homelessness • CoCs should review all projects eligible for renewal in FY 2017 to determine their effectiveness in serving people experiencing homelessness as well as their cost effectiveness

12. Use a Housing First approach • CoC Program funded projects should help individuals and families move quickly into permanent housing and the CoC should measure and help projects reduce the length of time people experience homelessness • CoCs should engage landlords and property owners, remove barriers to entry, and adopt client-centered service methods

FY 2017 Nofa Criteria • 200 Point Application • CoC Coordination and Engagement – 43 Points • Project Ranking, Review, and Capacity – 29 Points • Homeless Management Information System -13 Points • Point In Time Count – 6 Points • System Performance – 49 Points • Performance on Strategic Planning – 60 Points • Bonus Points: CoC Merger Bonus Points – 25 Points

14. Next Steps • CoCs will complete the Rank and Review Process • CARES will continue to provide CoC and Project level technical assistance • Community Review of CoC Application • CoC Approval of the application including Project Ranking • Application will be submitted prior to September 28th
