Geen tijdelijke maar structurele trend Hoe rijker, hoe meer overheid (Wet van Wagner) Trap omhoog na elke crisis (Peacock & Wiseman) Diensten steeds duurder (Wet van Baumol) Hoe meer globaal, hoe meer overheid buffert Hoe minder internationaal competitief, hoe meer overheid compenseert Hoe hoger afhankelijksgraad (vergrijzing), hoe meer overheid zorg opneemt
