  3. Types of Local Governments • Counties: largest subdivision of a state. • Municipalities: any urban unit of government like towns or cities. • Special District: Concentrate on regulation and control of 1 area.

  4. Local Authority • All state constitutions lay out rules for establishing local governments. • Local ordinances (laws) must follow the state & federal constitution. • Counties administer laws & provide services.

  6. Counties • NC has 100 counties. • Each is governed by a Board of Commissioners (BOC). This is the legislature. They make ordinances. • The BOC hires a County Manager as the county’s chief executive. Their job is to carry out county ordinances and to make the budget.

  7. 1 5 Board of Commissioners, 36 At Large At Large • There are 7 members on the BOC in Currituck County. • Each member serves a 4-year term.   10. The County Manager • Hired by the BOC. • Makes the budget, oversees co. departments, carries out county operations and policies. • Dan Scanlon is Currituck Co.’s County Manager.

Municipalities • Include cities, towns, and villages. • The type of government depends on charter submitted, but is often by size. • All NC municipalities to use the weak mayor-council-manager plan, but some give their mayor a few powers like veto. • Currituck Co. has no municipalities-YET. • Currituck Co. is part of the Hampton Roads Metropolitan Area.   16. Incorporation • When an area wishes to incorporate as a municipality to form a local government, the General Assembly must approve the charter. A charter is the municipality’s plan of government. What is included in a charter? • What are advantages & disadvantages of incorporation?
