  3. Hoover FAILS to respond adequately… • Believed… • The economic “slump” would heal on its own • Rugged Individualism • Individuals take care of themselves, No direct GOVT aid to people • Government could help groups come together to come up with solutions, but would not make those decisions

  4. America vs. Forces of Nature • Overuse of soil=erosion of topsoil • Years of draught caused crop failures • Floods came because the parched land could not absorb the waters • Boll Weevil destroyed cotton
