Enhancing the competitiveness of small and medium-sized enterprises, theagricultural sector (for the EAFRD) and the fisheries and aquaculture sector (for the EMFF) 4. Project development under IPA in the context of the new programming period 2014-2020 1.2 EU Integrated Guidelines 2020 Integrated guidelines (Broad Economic Policy Guidelines and Employment Guidelines) establishing scope of EU policy priorities, including headline targets for the EU to reach by 2020 and to be translated into national targets. The 10 "Europe 2020 Integrated Guidelines" are the following: PART I Broad guidelines for the economic policies • Guideline 1: Ensuring the quality and the sustainability of public finances • Guideline 2: Addressing macroeconomic imbalances • Guideline 3: Reducing imbalances in the euro area • Guideline 4: Optimising support for R&D and innovation, strengthening the knowledge triangle and unleashing the potential of the digital economy • Guideline 5: Improving resource efficiency and reducing greenhouse gases emissions • Guideline 6: Improving the business and consumer environment and modernising the industrial base Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.2 EU Integrated Guidelines 2020 The 10 "Europe 2020 Integrated Guidelines" are the following (continued): PART II Broad guidelines for the employment policies • Guideline 7: Increasing labour market participation and reducing structural unemployment • Guideline 8: Developing a skilled workforce responding to labour market needs, promoting job quality and lifelong learning • Guideline 9: Improving the performance of education and training systems at all levels and increasing participation in tertiary education • Guideline 10: Promoting social inclusion and combating poverty Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.2 EU Integrated Guidelines 2020 EU headline targets: • 75 % of the population aged 20-64 should be employed. • 3% of the EU's GDP should be invested in R&D. • The "20/20/20" climate/energy targets should be met (including an increase to 30% of emissions reduction if the conditions are right). • The share of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree. • 20 million less people should be at risk of poverty. Project development under IPA in the context of the new programming period 2014-2020 1.3 Operational Programme’s strategy The programme strategy must ensure the consistency of the selected thematic objectives, the priorities and corresponding objectives of the programmes with the Common Strategic Framework, the Partnership Contract and the country-specific recommendations under Article 121(2) of the Treaty and the Council recommendations adopted under Article 148(4) of the Treaty (as required in Article 48(3)(d) CPR). Consistencyin the context of 2014-2020 programming means that the programme specific objectives are aligned with the identified challenges and needs in relation to the Europe 2020 strategy and that they are given an appropriate weight in the programme. In particular for the ERDF programmes, the key territorial challenges for urban, rural, coastal and fisheries areas as well as for areas with particular territorial features have been analysed and taken into account. Project development under IPA in the context of the new programming period 2014-2020 1.3 Operational Programme’s strategy Integrated programme approach – Possibility for Member States to prepare and implement multifund programmes combining ERDF, ESF and the Cohesion Fund – Possibility for Member States to establish "multi-category" operational programmes which cover less developed, transition, andmore developed regions or any combination of these Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.3 Operational Programme’s strategy Thematic Objectives • Thematic objectives constitute the basis for the Common Strategic Framework, which outlines key actions for each thematic objective • In the case of Cohesion Policy every action financed mustbe linked to a particular thematic objective • Reporting (on financial progress, indicators etc.) can alsobe linked back to particular thematic objectives • Technical assistance is the exception – TA is not linked toany of the thematic objectives Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.4 Coordination of the partnership process Partnership a key requirement to deliver the EU2020 strategy • Action for growth and jobs requires both ownership at top political level and mobilisation from all actors across Europe. Partnership has therefore been identified as key to delivering Europe 2020 Strategy. • Partners should be actively involved throughout the whole programme cycle — preparation, implementation, monitoring and evaluation. Partnership must be seen in close connection with the multi-level governance approach and the subsidiarity and proportionality principles. Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.4 Coordination of the partnership process Partners identification and organization of partnership The Common Provisions Regulation requires Member States to organise a partnership with • competent regional, local, urban and other public authorities, • economic and social partners and • bodies representing civil society, including environmental partners, nongovernmental organisations, and bodies responsible for promoting equality and non-discrimination. Project development under IPA in the context of the new programming period 2014-2020 1.4 Coordination of the partnership process Adjusting the partnership to the programmes For the ERDF and Cohesion Fund, partnerships will include regional and local authorities, in particular cities carrying out integrated sustainable urban development schemes as part of the integrated territorial investments, along with economic and social partners, representatives of NGOs having developed an expertise for cross-cutting issues, such as gender equality or accessibility for persons with disabilities, and for the relevant sectors where the funds are active and representatives of universities and research institutions, chambers of commerce and business organisations. Project development under IPA in the context of the new programming period 2014-2020 1.4 Coordination of the partnership process Partnership for regional innovation strategy / smart specialisation The RIS3 methodology is based on a wide view of innovation that automatically implies that stakeholders of different types and levels should participate extensively in its design. The tripartite governance model based on the involvement of industry, education and research institutions, and government (the so-called Triple Helix model), is no longer enough in the context of smart specialisation. Innovation users or groups representing demand-side perspectives and consumers, relevant non-profit organisations representing citizens and workers should all be taken on board of the design process of RIS3. In other words this means that the governance model includes both the market and the civic society. Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.5 Community-led development and integrated territorial investment Community-led local development (CLLD) Over the past 20 years, the LEADER approach to community-led local development (CLLD), basedon the experience of an initiative financed by EU Structural Funds, designed to help rural actorsconsider the long-term potential of their local region, has proven an effective and efficient tool in the delivery of development policies. Project development under IPA in the context of the new programming period 2014-2020 1.5 Community-led development and integrated territorial investment Community-led local development (CLLD) The Commission proposes a single methodology regarding CLLD for the CSF Funds, which: • focuses on specific sub-regional territories; • is community-led, by local action groups composed of representatives of local public and private socio-economic interests; • is carried out through integrated and multi-sectoralarea-based local development strategies, • designed taking into consideration local needs and potential; and includes innovative features in the local context, networking and, where appropriate, co-operation. This single methodology will allow for connected and integrated use of the Funds to deliver local development strategies. Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.6 Administrative capacity for delivery With a cohesion policy more strongly oriented towards results, the quality and reliability of monitoring systems and data become essential and a step change is needed compared to the current practice. Up to now, reporting on the programmes progress was not sufficiently reliable and mainly based on an analysis of expenditure. The new regulation lays down that "serious deficiency in the quality and reliability of the monitoring system or the data on common and specific indicators of the programme" may lead to a suspension of payments (Article 134(1)(d) CPR). Furthermore, it specifies that the annual implementation reports submitted in 2017 and 2019 shall assess "progress towards achieving the objectives of the programme including the contribution of the CSF funds to changes in result indicators, when evidence is available from evaluations” (Article 44(3) CPR). Project development under IPA in the context of the new programming period 2014-2020 1.6 Administrative capacity for delivery In view of ensuring the reliability of data and the quality of the analysis provided in the annual implementation reports, the ex ante evaluation should assess "the adequacy of human resources and administrative capacity for management of the programme", as well as "the suitability of the procedures for monitoring the programme and collecting the data necessary to carry out evaluations"(Article 48 (3)(i) and (j)). Project development under IPA in the context of the new programming period 2014-2020 1.6 Administrative capacity for delivery The evaluators should examine the previous experience and appraise possible bottlenecks which might impede management, monitoring and evaluation of the programme – and recommend preventive measures such as awareness raising and training. These bottlenecks could concern the number of persons involved in monitoring and evaluation and their capacity to deliver services such as project information, animation, advice to project holders. They could also concern the administrative capacity of intermediate bodies e.g. those designated to implement the Integrated Territorial Investments (such as Final Beneficiaries and/or ERA End Recipients of the Assistance). Project development under IPA in the context of the new programming period 2014-2020 1.7 EU good practice Welsh European Funding Office http://wefo.wales.gov.uk/news/latest/130115consultation/?lang=en A full public consultation, ‘Wales and the EU: Partnership for Jobs and Growth’, has begun (January 14) with the publication of the future Structural Funds 2014–2020 consultation documents for West Wales and the Valleys and East Wales. Project development under IPA in the context of the new programming period 2014-2020 1.7 EU good practice The consultation documents are available on the Welsh Government Websiteso that everyone has the chance to feed in their views on the proposals for the Structural and Rural Development Funds four joint consultation events will be held across Wales to reflect the opportunities for closer integration and harmonisation of these programmes under the European Commission’s Common Strategic Framework. The events will take place on: • Thursday, 31 January 2013 – North Wales • Thursday, 21 February – South West Wales • Thursday, 7 March – Mid Wales • Thursday, 21 March – South East Wales Project Development & Appraisal Part II

Project development under IPA in the context of the new programming period 2014-2020 1.7 EU good practice In line with Europe 2020 and Welsh Government policies and strategies, the future programmes will be aimed at shaping the conditions for smart, sustainable and inclusive economic growth, with an agricultural industry that is strong and capable of supporting vibrant rural communities. To help achieve this, amongst the priorities for the future Structural Funds are skills, helping people into work, enterprise and SME competitiveness, energy efficiency and the digital economy. For the Rural Development Funds, the priorities are protecting the environment and resource efficiency, climate change adaption, community-led local development and renewal of rural communities. Wales is likely to qualify for EU funding during the period 2014-2020. The exact funding allocations will be confirmed following the agreement of the EU budget over the coming months. The consultation closes for both programmes on April 23, with the programmes to be submitted to the European Commission for negotiation and agreement later in 2013.
