  2. Prayer This prayer was composed and delivered by Jim White at the closing of the swearing-in ceremony of the first city officials on November 12, 1993. I have modified it slightly for today. A Prayer for the City of Fairfield Bay Let us bow our heads and our hearts in Prayer. Almighty heavenly Father, Maker of Heaven and Earth, Creator of the beautiful colors of autumn that surround us here in Fairfield Bay- we thank you for the leadership of our land- in Washington, in Little Rock, in Clinton and in Fairfield Bay- “One Nation under God, with Liberty and Justice for all.” We pray for Your presence today as we witness and celebrate the birth of the City of Fairfield Bay- the off-spring of the 27 year old Community of Fairfield Bay. We ask for Your guidance and blessings on those we have chosen to lead this city, to become a city of such moral and civic stature that it will become a symbol of all that is good and honorable in Your sight. We pray that You will walk beside Paul, Doyle, John, Larry, Linda, Sharon, Rosie, and AJ as they nurse, discipline, mold and plan the future of the City of Fairfield Bay- carefully and prayerfully- as it grows to its maturity. Give them strength, courage, and wisdom to face the challenges that lie before them. Be with us now as we go our separate ways- remembering that Thine is the Kingdom, the Power and the Glory, forever. Amen

Police Dept / Status January 2011 Accomplishments _ calls for December showed an increase in public – svc calls & rescue calls with a 29% reduction in traffic stops over 2009 Completed 134 days of training Completed mandatory B A C upgrade Participated in state/wide Take-Back Initiative Plans Develop & schedule Care/Caps assistance Issues Looking to add in-house training officer

Fire Department Status January 2011 Accomplishments John Evans assumed fire chief role on 6 December 2010 Glenn Spankuch promoted to Deputy Fire Chief John Cook assumed Assistant Fire Chief duty Only 3 calls during month of December All stations up and operational Published 3 newspaper fire safety articles Plans Awards Banquet planned for 22 January Training for new officers underway Preparation underway for inclimate weather Issues None at this time

Dispatch Status January 2011 Accomplishments 911 calls was down for the month of December with only 601 total calls Attended a planning meeting for the state wide disaster drill Had a Christmas party for the police and dispatchers Completed a training class for Amber Alert for Missing & Exploited Children Plans Dispatch is hosting the VB County Fire Chief’s meeting Jan 27th Issues None at this time
  6. Emergency Management Status 10 January 2011 Chris Lang and John Cook have agreed to head up our Emergency Management team The Mayor has completed IS 100 and IS 200 training courses Chris will transfer plan data from floppy disks to CD’s John is planning to host IS 300, 400, and 500 training classes

City Campground and Park Status10 January 2011 Jimmie Foster is making daily checks on the Campgrounds Nichols Plumbing is doing repairs in the bathhouse Courtesy Dock Grant Getting quote from Jim Self Required resolution being presented tonight Will need letters of support from State Representative Dale and State Senator Rapert

A & P Commission Status10 January 2011 New ‘Free Golf’ Billboard up on US 65 North of Damascus Smitco Properties has offered us a billboard on AR 92 between Drasco and Greers Ferry for $100/mo We have been in contact with Dustin Barnes from Fox 16 news regarding a community feature. We have proposed a ‘Typical Day in Fairfield Bay’ to him.

General Comments Income projections based on reduced revenues experienced in 2010 Van Buren Sales and Use tax over 200K down from 2008 levels- 482K to 286K Projecting other major revenue streams to be consistent with 2010 actuals Expenditures Cuts made to parks and recreation, police, A&P, economic development, and office Committed to providing essential services while living within our means Census reports due out in 1st quarter, may require even greater cuts if Fairfield Bay becomes smaller percentage of county population Impact will begin in July. We will balance census impact vs. any positive impacts from gas production We are committed to resurface at least two miles of roads in 2011 and create a multiyear plan to address our roads

Building Official Position Dallas Clark’s new job title is changing to Building Official This title more accurately reflects the job requirements Help residents and businesses through the building process Code enforcement Building information source for residents Review, approve, monitor gas pad construction and operation

Mayor’s Report 10 January 2011 Objective of this report is to communicate other activities not covered by department reports Thanks to all of you, especially Joanne, Rose, AJ, and the City Council members who have been so positive and helpful my first week on the job We intend to have a ‘paperless’ City Council meeting on 14 February 2011. We are now set up for wireless operation. New computers should be here. We will load Microsoft office software, virus and spyware protection. John Spies and I had our first weekly one on one last Friday morning at 9 am Kudos to the Streets Department, Fire, Police, and Rescue Squad for their actions during the recent snow Great job by Rosie and departments on the audit results, others weren’t so good Watch out department heads, we attended the Arkansas Municipal League meetings last week and they gave us lots of questions to ask Work underway on new Hippe Recycling Center parking lot, 377K lbs last year Over the next month we hope to: Conduct one on one interviews with all city employees Make significant improvement to our city website Nail down air and water baseline testing approach and how it will be paid for Survey roads Select a candidate to replace Larry Arndt on the City Council Take additional Emergency Management training Initiate action on the conference center- look for a buyer Contact Arkansas Wildlife to develop timeline for deer survey
