Terms of Reference • Studies relating to tariff and accounting principles for international telecommunication services • Study of related telecommunication economic and policy issues. • Foster collaboration among its Members with a view to the establishment of rates at levels as low as possible • consistent with an efficient service and • taking into account the necessity for maintaining independent financial administration of telecommunication on a sound basis.

  6. Statistics (I) • Seven Rapporteurs meetings held (including electronic meetings) • 30 normal and 65 delayed contributions received • Eight SG meetings and WP meetings held in Geneva • SG participants : • Max: 147 (12/2002) • Min: 125 (06/2002) • Average: 140

  7. Statistics (II) • Approved recommendations: • Three new recommendations • Fourteen revised recommendations • Three Supplements developed • One Handbook on costing methodologies • 4 Questions assigned by WTSA-2000 • 4 Questions proposed for the next study period

Highlights of achievements (I) • Working Party 1: Tariff issues related to the network capabilities and service features made available by new technologies • Characteristics and implication of IP Telephony have been examined – further study is necessary (including linkage with NGN). • International Internet Connectivity : An appendix to Rec. D.50 has been developed to further facilitate negotiation of relevant agreements. • IMT-2000: A new recommendation has been drafted, further study is necessary to finalize the draft (including linkage with NGN). • Mobile origination concerning HCD and IFS have been included in Recommendations D.115 and D.116.

Highlights of achievements (II) • Working Party 2: Charging and accounting and settlement of traditional services • Several Recommendations modified so that they can also be applied in the case of mobile services. • A guideline to encourage transparency in negotiation of accounting rates has been adopted. • Supplements updating target rates for accounting rate reduction were developed. • Rec. D.93 has been modified to facilitate the negotiation of differential settlement rates according to the call terminating on fixed network or on mobile network.

  10. Highlights of achievements (III) • Charging and accounting and settlement of traditional services (2/2) • The use of electronic data interchange techniques (Rec. D.190) has been promoted to expedite settlement of international accounts. • A new Rec. D.195 has been developed including a guideline for time periods for the settlement of accounts. • Study of the economic concept of “network externalities” in relation to cost modelling for cost orientation, both in general and in particular to the network economics of developing countries.

Highlights of achievements (IV) • TAF, TAL and TAS Groups: Regional studies for the development of cost models together with related economic and policy issues • Regional Tariff Groups completed or improved their respective regional costing methodologies. • Regional cost studies lead to reviews of the recommended maximum accounting rates. • Regional meetings facilitated active exchanges of information between regulatory bodies and operators at regional level. • RTGs submitted several valuable input documents, reflecting the views of the regions, to SG3 meetings. • The TAF Group adopted two new Recommendations D.602R and D.603R for application in African region.

Highlights of achievements (V) • Rapporteur Group on Terms and Definitions for Recommendations dealing with charging and accounting principles • Several new terms (transparency, non discrimination etc.) were defined. • Recommendation D.201 (“Call-Back”) includes a new definition. • Recommendation D.000 (Terms and Definitions) has been modified accordingly. • Definition of the term “cost-oriented” under study.

Future Work (I) • Four new Questions proposed: • Broad new Questions, Study Group 3 is to determine “projects”. • How to bridge the gap between different “market realities”. • Development of appropriate Recommendations for the changed traffic and service paradigms. • Role of regional Tariff Groups to ensure an even wider participation of developing countries • Existing D. Series Recommendations • State administrations involvement and supposed end-to-end bilateral relations. • Future D. Series Recommendations • Converged service traffic over IP based networks.
