Capital Project Facts • The cost of the project cannot exceed the amount approved by the voters • Changes to the project must be made within the scope of the project • Capital Reserves are used for the purpose for which the voters approved • Funding for projects in New York State will go to other districts if we don’t use it • “Levy of a tax” statement is required to be in the referendum • Projects are developed based on a Five Year Building Condition Survey (BCS)
How did we get here? • Started with the 2015 Building Condition Survey (BCS) • Surveys of various stakeholders Spring/Summer 2018 • Numerous meetings • Attempt to align capital improvements with curriculum needs
BOLIVAR - RICHBURG CSD 2019 CIPScope and Budget Summary A Public Meeting to be held on November 5th@ 6pm in the Middle School/High School Lecture Hall Referendum Vote: November 19th, 12pm-8pm in Room 113 of the Middle School/High School The BRCS Administrative Team has worked hard with our Design Professionals to develop the Scope of Work, balancing needed capital improvements and upgrades based on the NYS mandated Building Condition Survey and improving the facilities for students, curriculum offerings and the community. The overall local tax impact of the project on voters is 0% increase of School Taxes. The timing of this project is key in enabling the District to offer a locally tax-neutral project to the school district residents. This is due to the continued support of the residents in supporting the School District’s establishment of a Capital Reserve. The School District will use $1,025,000 from that Capital Reserve to offset project costs not reimbursed by State Building Aid. This will leave approximately $2,775,000 remaining in the Capital Reserve for future projects.
