Pollution Prevention Timeline • 1989 - Legislature creates Waste Reduction Advisory Committee (WRAC) • 1990 - Pollution Prevention Act signed by President Bush • 1991 - Legislature passes Waste Reduction Policy Act
Pollution Prevention Timeline (continued) • 1992 – WRAC ex officio positions created ; assists with WRPA rules, creation of Clean Texas Program and the Texas Environmental Excellence Awards • 1995 – Additional WRAC ex officio positions added • 1997 - Legislature passes Regulatory Flexibility Act • 1999 - Small Business & Environmental Assistance Division formed
Pollution Prevention Timeline(continued) • 2001 - Legislature passes HB 2912; renames committee to Pollution Prevention Advisory Committee; directs committee to advise the commission on “strategically directed regulatory structure” (SDRS) • 2002 - PPAC assists with development of SDRS rulemaking; conducts strategic planning retreat
Pollution Prevention Timeline(continued) • 2003 - Interim SDRS rule issued; PPAC supports development of new Clean Texas Cleaner World Program; Legislature does not authorize travel reimbursement; • 2004 - PPAC meets with commission leadership
Texas Pollution Prevention Results1993 - 2003 • 294 million pounds of hazardous waste reductions • 1.27 billion pounds of non-hazardous waste reduced • 1.2 million pounds air pollutant reductions • 2.5 billion gallons water conserved • 483 million kilowatt-hours conserved • $192 million savings in environmental costs
