  3. U.S. Department of Transportation Grant Requirements • Improve Distribution Systems • Through Technical Assistance in form of: • Engineering • Scientific Analysis • Pipeline Safety Issues Affecting Local Communities

  4. ORUD Proposed Program • Improve Distribution Systems (Continued) • Through Technical Assistance in form of: • Monitoring System • Incorporating Pipeline Integrity • Pipeline Safety Education for Community

  5. Why the Monitoring System? • Adding Remote Units Will: • Allow us to recognize fluctuations in pressure • Gives the ability to respond or address any potential problems very quickly • Increase the security and safety of residents living near our pipelines

  6. Improvements in Monitoring System • Purchase and install 7 Remote Monitor • Alarms when pressures fall out of acceptable guidelines • Place in areas that are determined to be high risk • The cost $3000 each (including set up & technical assistance) • Total amount $21,000.00

Why Incorporate Pipeline Integrity? • Increasing Our Pipeline Integrity • Move toward our goal of implementing a pipeline integrity management program within our GIS • Add pipeline information to each pipe segment • Installation • Repair history • Leak survey data • Make Information accessible to all employees at workstations

  9. Improvements in Pipeline Integrity • Upgrade Geographical Information System • Convert an existing seat of ESRI ArcView to ArcEditor • Upgrade Cost is $5500

  10. Improvements in Pipeline Integrity • Upgrade GIS (Continued) • Add the ArcGIS Server extension • Publishes GIS to the entire company • Cost $4500 • Total Cost $10,000

  11. ESRI ArcEditor • ORUD currently uses a legacy CAD program to create and maintain distribution system mapping • The data is exported as ESRI shape files and then imported into the ArcView software

  12. ESRI ArcEditor • The upgrade to ArcEditor will allow editing and management of ORUD’s distribution system mapping to move from the legacy CAD software to the ESRI GIS environment

  13. ESRI ArcGIS Server • The addition of ESRI ArcGIS Server will allow ORUD system maps to be viewed throughout the company network allowing improved customer service and emergency response

  14. ESRI ArcGIS Server • This version of the ArcGIS server software will become a foundation for additional functionality upgrades such as image management, network analysis, and mobile applications as the GIS system matures

Why Increase Pipeline Safety Education? • Increasing Community Awareness: • To fulfill guidelines for API  RP-1162  • API RP-1162 Regulatory Requirements • Federal pipeline safety regulations require pipeline operators to conduct continuing public awareness programs to provide pipeline safety information to four stakeholder audiences: • Affected Public, Emergency Officials, Local Public, Officials and Excavators

  16. Why Increase Pipeline Safety Education? • Increasing Community Awareness (Continued): • To increase awareness to a larger • demographic range (youth to seniors) • Provide an inclusive Community Campaign

  18. Public Awareness Campaign • Analyze the Market Segment • Break down the media sources to achieve maximum coverage • Utilize Common Ground Alliance Ads • Use media including social networking and website to do mass ad campaign
