Beneficial Occupancy • For this contract, beneficial occupancy (BO) is defined as: • Completion of all contract deliverables for a designated space except for punchlist items • Includes availability of all utilities at designed capacity • Allows that HVAC may not be fully tuned to meet final specs • Contractor is fully aware of these requirements and is working accordingly • If there are schedule delays, these criteria can be softened • Must meet requirements to enable ASD system installation • Described in Erik Johnson’s talk • Must meet minimum BNL SBMS criteria for beneficial occupancy readiness evaluation
Beneficial Occupancy cont’d • The BORE process identifies appropriate requirements for a given facility and its intended use • BNL SBMS BORE requirements typically are: • Basic building structure and envelope complete and meet all life safety egress criteria • Fire protection/detection systems tested, approved and functioning • Functioning electrical systems, communication and lighting for personnel egress and work requirements • Any ESH plans, related to the activities to be conducted, prepared and available • Ventilation and/or minimum temperature control to protect building contents • O&M trained on operating systems and O&M documentation available

Transition to Operations Planning • Transition to operations planning for an accelerator facility will be a substantial effort • Process is getting underway now led by Steve Hoey • Authorization basis workshop held August 09 to present preliminary plans and solicit input and guidance from other SME’s • Key for CF is to meet current schedule goals and assure technical quality of completed facilities • Implement effective QA program during construction of facilities • Document proper commissioning of systems • Maintain configuration control and accurate as-built documents • Additional CF requirements may be identified as planning matures • i.e. CF system interfaces related to ASD operations – WBS 1.5.4
CF Support to Operations • Although operations are ~4+ years off, CF staff will be required to support some operational elements • Engineering and operating guidance as CF utility systems and services are placed under load and variable conditions • Addition of future LOBs or fit-out of shelled LOBs • Installation of new beamlines & User facilities • Structural and utilities/services capacity issues • Maintenance, modification and optimization of utility systems - particularly, HVAC, power and water systems • Modification of related facilities as operations and staffing levels ramp up
Related NSLS-II Facilities • Additional LOBs or fit-out of shelled LOBs • Update design and manage construction as required • Minimize impacts to on-going operations • Remote End Stations and Long Beamlines • Nano-probe BL building to be added to CF scope soon • Unique vibration and environmental control requirements • Other concepts for long beamlines being considered • All have building and utility service design requirements • Joint Photon Sciences Institute • Could have substantial impact on site plan and utilities • Funding uncertainty with NY State not resolved yet
Related NSLS-II Facilities cont’d • Major CF activity will be planning for future use of Building 725, the existing NSLS • Most of NSLS-II management, administrative, engineering and scientific staff will occupy B725 – a large fraction of the projected ~500 total NSLS-II staff • Current building occupancy is just ~145 • Existing NSLS accelerator (UV and VUV Rings) will have to be D&D’d • Need to plan for future conversion of this space into usable space for: • Technical support areas, shops, labs, for fabrication and testing • Possible conference or auditorium space • Integrated with existing office space to meet total staff space requirements

Conclusions • Planning for transition to operations is just getting underway and CF role is largely well defined • Some detail requirements may be forthcoming • WBS 1.5.4 Integrated control and communication should be able to address most of these • Planning for work outside the current CF project scope is just getting underway • Anticipate greater CF involvement and implementation of planning activities for other facilities: B725; JPSI; long beamlines, LOBs • CFAC experience and guidance in these areas would be valuable
