  2. BAFO Opening – January 31st 1:30 p.m. AST IT Hardware The Secretary of the Bid Board conducted the Best and Final Offer opening and received responses from 4 suppliers. For the remaining 3 suppliers, the prices submitted in the 1st round were considered as the Best and Final offer for the evaluation. A “Best Value” method is used for evaluating the proposals. This method evaluates both price and technical factors and uses both to arrive at the best value for the government. The key feature of this method is that the winner may not have the lowest price. • The factors to be evaluated for arriving at the Best Value offer are: Pricing ProposalsProposers provide best possible prices for each of the product and services listed. • Evaluate price reasonableness • Evaluate unit pricing Technical Proposals Proposers provide detailed approach for meeting each of the technical requirements. • Evaluate and score qualitative technical response CONFIDENTIAL – IT HARDWARE EVALUATION RESULTS

  3. Price Reasonableness Evaluation IT Hardware Purpose A price reasonableness test examines whether prices offered by proposers represent normal market pricing for the items being proposed. Price reasonableness was established by comparing bid prices from all suppliers competing in the RFP to determine whether higher or lower-than-normal prices are being proposed On all received bid prices for the items, the statistical method of establishing the reasonable price range between (Mean ± 2*Standard Deviation) was used for identifying the outlier prices. Mean – (2 * Std. Dev) Mean + (2 * Std. Dev) Reasonable Price Range Mean of the Quoted Prices for all items Outlier Prices Outlier Prices Results The outliers found on the bid prices from suppliers highlight a higher than normal prices on the bidders the suppliers. Based on the statistical analysis, it could be said that none of the suppliers quoted outlier prices. CONFIDENTIAL – IT HARDWARE EVALUATION RESULTS

  4. Savings Scenarios IT Hardware Purpose The savings scenarios are different award combinations. Following scenarios have been evaluated as a part of this RFP for the original items proposed and a mix of original and alternative items proposed: • Highest combined evaluation score for each configuration type • Highest combined evaluation score for each hardware type • All items to a single supplier Price Evaluation Score The Proposer that provides the lowest Total Quoted Price will achieve the maximum 100 points for pricing. Other Proposers will then achieve points proportionally based on their Total Quoted Price as compared to the lowest Total Quoted Price. CONFIDENTIAL – IT HARDWARE EVALUATION RESULTS

Technical Approach Evaluation IT Hardware Purpose The answers provided by Proposers in response to the Technical Approach section were evaluated by ASG evaluators to determine the extent to which they demonstrate the Proposer’s ability to fulfill the technical requirements. Any Proposer could score a maximum score of 100. Scoring done by 3 evaluators were averaged to calculate the technical evaluation score. Results in descending order * Proposer 6 did not submit the Technical Approach responses, hence scored ‘0’ in all the performance areas. CONFIDENTIAL – IT HARDWARE EVALUATION RESULTS

  7. Award Scenario Recommendation IT Hardware Purpose Combined Evaluation Scores for each proposal are used to determine the proposals which represent Best Value to the Government. The combined score is calculated as follows: • Combined Evaluation Score = Pricing Evaluation Score + Technical Evaluation Score Results After the Best and Final Offer submitted by proposers, ASG can achieve maximum savings of $3.81M. This would require award to a fourth vendor, increasing administrative complexity and only saving an additional ~ $160k over the second highest scenario of $3.65M CONFIDENTIAL – IT HARDWARE EVALUATION RESULTS
