CEC Alternative Fuels Experience • 1978- First Experience with Alcohol Blends in Hondas • 1980-81- VW Rabbits operating on ‘neat’ Alcohols • 1981-83- 500 Ford escorts operating on Methanol (Infra) • 1987- Ford, GM & Chrysler produce 5,000 FFVs (Infra) • 1988- Fuel Retailers (7) strike Cooperative Agreements for up to 83 Methanol (M85) Retail Fueling Facilities • 1990s- Demonstration of NGVs, FFVs, EVs, HDVs (Infra) • 1990s- Clean/Safe School Bus Replacements (826 buses) • 1998-99 -Infrastructure Solicitations 11 projects (C/LNG)

Clean Fuel Infrastructure Plan • $6 million in Governor’s FY2000-01 Budget • Plan Elements: • Clean Fuels Market Assessment • Workshops with Stakeholders • Goal Setting/ Incentives Development • Two Annual Solicitations • Targeted Solicitation- by Fuel or Market Sector • Broad-based Solicitation- For Public or Private Entities

Discussion: Air Quality AND Petroleum Displacement • Incentives- Necessary; YES, Sufficient; ?? • Incentives Needed for Vehicles and Fueling • Emission Reductions and Petroleum Displacement- HDVs and LDVs • Fuel Utilization will require incentives for fueling facilities and fuel use • Fuel Neutrality and Emissions Neutrality?
