MED – ENEC Concept Note Knowledge Management Business Development -EE Indicators Business Plan SWH Testing Unit • Financing • Study EE Cities & Building Projects JOR,TUN, • Specific Demand: • - Energy Audit (ALG, PAL, EGY) Awareness Campaigns NEEAP & NAMA Development 2 www.med-enec.eu
Energy Efficiency ! Input=100 End use = 0.8 !!! η= 42 (?) η= 97 η= 94 η= 2 Efficiency 20 lm/W Overall luminous efficiency 2% www.med-enec.eu
Energy Intensity • Energy intensity in theindustrialsector in MENA regionissubstantiallyaboveworldaverage, and: Nochangeovertheyears • Reasons: e.g. • Energy subsidies • Low energyprices • Nosavingincentives • Lack ofGvmt‘sCommittmentto EE • … www.med-enec.eu
RE: A solutionforsolvingfutureenergyproblems? No! Definetely not! RE has also negative impacts on theenvironment Hydro Wind Solar Geothermal Climate Change – RenewableEnergies – Energy Efficiency www.med-enec.eu
Energy Efficiency istheexclusivesolution! Supportedby RE as a (relative) clean energysource Since: The cleanestenergy istheenergywhichisnotused! www.med-enec.com
Job creation through EE • Investmentin EE measures create jobs! Not only in the construction sector. • Five key measures would lead to growth in employment across manufacturing, design, construction, distribution and trade: • Investment in efficient envelopes for new buildings • Thermal renovation of buildings • Elimination of filament lamps • Distribution of efficient air conditioningand heating equipment • Installation program of solar water heaters www.med-enec.eu
SelectedBarriersfor EE • Market barriers / Information barriers / Capital constraints • MissingGovernment‘scommittmentto EE • Energy pricestoolow, (heavilysubsidized in most MENA countries) • EE does not have a „pressuregroup“ • EE is not visibleand not „sexy“ • Lack of …technicalstandards / ..of a proper institutionalset-up / …ofawarness & information on EE / …ofqualifiedstaff / ofdevelopped Energy Service business(ESCos) • .. …. www.med-enec.com
NEEAP • Supportedby MED-ENEC: • Lebanon • Palastine • Jordanpreparingfor • Algeria • Others: TUN, EGY,SUD, LYB, … www.med-enec.eu
Frame conditions to be in place Energy Efficiency Building Codes • Different status of the countries • Develop the regional Road Map (Regulatory framework, institutional set-up, capacity building,….) • Following: Adopt to local conditions www.med-enec.eu
Building EE Indicators www.med-enec.eu
Building Energy Efficiency Indicators • Final energy consumption by building category, energy purpose and carrier • So far, it was not possible to determine the share of electricity that is used in the building sector or even more differentiated by residential and tertiary buildings. This implicates that no reliable final energy related data could be collected or derived from other data sources. • Primary energy demand by building category and energy purpose • It was not possible to develop any kind of primary energy related indicators. • Official primary energy factors for the different energy carriers are not available either • However, it should be noted that the generation factor of EDL electricity is available and also the grid losses are known. www.med-enec.com
Results: Roadmap Survey of building stock is essential for appropreate building policies! (10y) Definition of reference buildings Hourly climate data Temperature, solar irradiation (global, direct, indirect), humidity (10y) Energy demand calculations Clear definition of parameters used (implemented in national building code). • EDL database for subscribers among building sectors. • Data should be communicated to LCEC for periodic analysis. • CAS and LCEC should develop stat. questionaire to obtain comsumtion per carrier (3y) Total final energy consumption residential/ tertiary sector www.med-enec.com
Results: Roadmap Use/ collect case studies/ statistical data for estimation and multiply with floor data (3y) Total final energy consumtion per tertiary building category Use /collect case studies to estimate purpose of energy use in all building types. 5-10 case studies per building category (residential 10-15) (3y) Final energy consumption per energy use and building category Survey to find out typical/ average size in m² per kind of establishment. Collection of building size (floor area) during census for residential/ tertiary buildings. Size of building stock: - Residential/ tertiary floor area - Tertiary buildings separated by tert. Building category Official primary energy factors for each carrier should be determinded by the Lebanese government. (i.e in Germany defined via national building code) (1y) Primary energy factors www.med-enec.com
