What are we doing right now? Set strategic priorities Strengthen capacity to promote health Build partnership with prime movers on health promotion
Strategic priorities Adopt integrated NCD prevention and control programmes Reduce health inequities within and between countries by addressing social determinants Meet the opportunities and challenges of globalization
Why integrated programmes (1) Common behavioural risk factors Four of the most prominent NCDs - cardiovascular disease, cancer, chronic obstructive pulmonary disease and diabetes Are linked by common risk behavioural risk factors – tobacco use, unhealthy diet and low physical activity
Why integrated programmes (2)Synergetic combination of HP strategies A synergetic combination of HP strategies is required and has been proven most effective
Why integrated programmes (3)Continuing, coordinated & shared care Integrated effort by different sectors (curative and prevention etc) within the MOH and within different ministries (road and transport and trade etc)
Why integrated programmes (4)Partnership with key partners outside the government Integrated effort by key players, including Members States International agencies Aid organisations Civil societies Professional association The private sector Individuals and groups in the wider community
Why health inequities and addressing social determinants Poor and marginalised people get sicker and die sooner than people in more privileged social positions People's health seeking behaviour differ in accordance with their social positions
Why managing globalization • Globalization is a double edged sword • Legal and regulatory measures may be required to tackle the marketing and sales of unhealthy products • (self regulation Vs statutory regulation)
Capacity to promote health Institutional capacity – start from the MOH Structures Helpful mechanisms Attitude towards change Relationship Policy Funding Leadership Activities Rewards Expertise
Why strengthened capacity Sustainable integrated HP strategies Outcome-oriented, country-focused, equity-drive, community-based and cost-efficient interventions
Who the prime movers are Prime movers at international level, including UN agencies (WB, WTO) International NGOs/civil societies Aid organisations Professional associations Trans-national corporations The media
Why partnership with prime movers Healthy is everyone's business and it needs to be promoted at the community, national and internationally level MOH and WHO are no longer the guardian of health, respectively, at the national and international level
