PMSSY- brief introduction • Launched in 2003 • Scheme components: • New AIIMS- 21 approved. • GMC Up-gradation Projects- 75 projects in 24 States. • More projects may be considered in subsequent phases.
New AIIMS • 22 AIIMS • 06 AIIMS fully functional • Phased operationalization in others • MBBS classes- 08 AIIMS (Started in temporary campus) • OPD services- 04 AIIMS • Central Institute Body(CIB) as overarching governance structure • Chief secretary’s association in the IBs of AIIMS • State Level Monitoring committees • under chair of Chief secretary/ Principal Secretary • to review progress and help resolve local issues/ hindrances • to facilitate smooth operation of AIIMS • To tap AIIMS’ resources to address Public Health issues
New AIIMS -Common Issues and Expectations Re: Construction • Encumbrance free Site- demolitions, shifting of HT lines, FCA clearance, tree cutting, earth-fillings etc. • Facilitating statutory approvals- EIA clearance, Building plan approvals • Ensuring availability of Local material- sand, crushed stone etc. • State level monitoring committee meetings under chair of Chief secretary/ Principal Secretary(ME) • WhatsApp group under Chief Secretary/ Principal secretary(ME)- GoI/ AIIMS officials, Executing agencies will join Re: Operationalization • Phased operation- OPD, MBBS classes • Temporary campus for MBBS classes • Timely planning for Electricity/ Water connection • Planning for Sewage and effluent beyond the AIIMS campus.
Up-gradation of existing GMCs • Up-gradation Projects- Super Specialty Blocks (SSB)/ Trauma Centres (TC) • Facilities (As decided in the Gap Analysis) • No. of Beds (150-250) • 8-10 Super Specialty Departments • Additional PG seats • Cost: 150/ 200 crore • Cost Sharing with States in 60:40 ratio • Operational HR to be arranged by the State

GMC Upgradation- Common Issues and Expectations • Release of State share- several projects delayed • Encumbrance free Site • Facilitation for medical equipment • Deputing Nodal officer/ Faculty for supervising testing/ commissioning/ FAC • Power connection- to facilitate commissioning of equipments • Plan for additional water requirement • Assistance in NOC for Fireclearance etc. • Progress review meetings by Principal secretary(ME) • Human Resource for running the facilities • Proposal for additional PG seats
New AIIMS Projects • Expenditure (Capital as well as operational) for AIIMS borne by Govt. of India Outcome Framework • Each New AIIMS to add:- • 15-20 Super-Specialty Departments. • 750 Beds (960 Beds in first six AIIMS). • 100 UG (MBBS) seats. • 60 B.Sc. (Nursing ) seats. • Greater Focus on PG and higher education and Research. • Research to also address local Public Health issues.
Mode of Execution and Monitoring systems • Construction works through central Executing Agencies (EAs)- HSCC, HITES, NBCC, CPWD • Procurement of Medical Equipment through Procurement Support Agency(PSA) (M/s HITES) • Online Dashboard to facilitate closer and more effective monitoring. https://dashboard.nhp.gov.in/pmssy • Progress review by the Central Institute Body (CIB) • Progress review structure at the State level • Project Monitoring Group (PMG) meeting under the chair of Chief Secretary to review progress and resolve local State level/ site specific issues. • Committee under Principal Secretary (ME) for expeditious resolutions of local State specific issues.
