  1. QoS Standard Implementation in SD ITU Regional Workshop on Bridging the Standardization Gap for the Arab and Africa regions 26-27 September 2011 Algiers, Algeria Prepared By: Engineers: Hassan Mukhtar, Samir Hassan

  2. Abstract • Liberalization of telecommunication markets has made it possible for deploying cellular phones among rural & urban areas in SD; More than 85% of mature population has become Mobile customers.

  3. Introduction • Standardization is one of the essential building blocks of the Information Society. • NTC has become Spearhead to prepare & enforce adherence to the standards & Essential requirements

  4. SD Communication Infrastructure • Optical Networks (20,000 klm) • NGN All operators has been ready to Switch to NGN & Future Networks. • Wireless Broadband (3G , LTE , Wimax , outdoor Wi-Fi ) • ITRs NTC has founded NCTR (Nile Center for Technology & Research)

  5. Sudan Fiber Optic Networks

  6. QoS Local Standard in SD • Quality of Service parameters Standard for Sudan. • Application Forms for The Type Approval/ Type Acceptance: I. Radio Communications II. Telecom Terminal Equipment • QoS Customer complaint form has already uploaded in NTC website • Local SD Standards for communication Towers specification.

  7. QoS Campaign • NTC has held QoS campaign to measure all communication Towers specification parameters in our country (One by one). • Specification safety parameters measured: • Radiation. • Power. • Towers height • Noise • …….etc.

  8. QoS Campaign Covering • Now we've completed covering two big states (Khartoum, Nile River) and has started in Aljazeera State. • We have planned to cover the hole country by the end of current year.

  9. QoS Parameters Measuring Devices • NTC has signed contract to purchased Drive test system & Radiation meters system. • After we’ve get some complaints from customers who claim that some of the pricing are not according the advertised rates, We’ve studied some Billing Systems offers, we expected to implement it before end of current year.

  10. Fast Growing Market for Mobile and Wireless Communications • Around 97% of voice and data telecom subscriptions belong mobile services (About 22 million user) with avg. 30% annual growth. • Fixed voice and data telecom service market is only 3% without remarkable growth.

  11. QoS (Type of Approval Needed) • Smuggled counterfeiter communication equipments deployed in the market. • sub-standards equip. on the market. • Difficult market surveillance , absence of TA facility to prove sub-standards device’s characteristics. • Needs to apply Conformity, interoperability and electronic safety.

  12. Type of Approval Lab Proposal • NTC Sudan has prepared proposal to build TAL. • This project will assist to enforce Conformity, interoperability and electronic safety(SAR, LVD and EMC) • It may support hole region(After MRA)

  13. Obstacles • Some obstacles may face implementing of TAL in Sudan. • Bureaucracy. • High expansive cost, We looking forwards to get hand support from ITU.

  14. Conclusion • Now we have published Sudan NTC QoS standards to all operators. • We need ITU technical help to implement TAL in Sudan.
