The new structure projected to take effect on the 01st April 2012. • The Strategic and Annual Performance Plan tabled will require revision to ensure that the turnaround strategy is properly embedded into the strategy and operations of the Department and is permitted in terms of Treasury regulations. • The strategic focus of the Department is contained in the key strategic objectives and targets contained in the Strategic Plan, Outcome 8 and the Estimates of National Expenditure. The material and key performance indicators, outputs and outcomes as contained in Outcome 8 and the Estimates of National Estimates (ENE) receive priority focus in the strategic and annual performance plans of the Department. • Based on the assumption that managers will be migrated into the new approved macro and micro structures, and are the “engine room” of the Department, it is expected that the Outcome 8 targets and the published ENE outputs and targets will indeed be realised. The Department will use the 2012/13 financial year as one of transition from the “old” to the “new” in respect of strategy, operations and sector and institutional transformation. • The transitional phase will not be used as an excuse should the required Departmental outputs, targets and outcomes be deviated in the negative. • All reviews and revisions will be done in accordance with required policy and procedures including consultations and approvals. The targets as contained in the Delivery Agreement remain of supreme priority. • The implementation of the revised FliSP programme will start commencement as of April 2012. • Implementation of the management of the Rectification Programme by the Department based Provincial allocations . • Focus on the accreditation programme remains key to the USDG targets being achieved • Improving on the social and rental housing units delivered will receive attention. • Better and improved intergovernmental collaboration and coordination is a central to the overall success of the sector. Special and designated group and sector focused programmes including “Youth Build”, “Womens’ Build” and “Each One, Settle One” will be enhanced. • Better and improved output and target monitoring including quality and value for money will be attained through the Programme Management Unit.
