EARLY CHILDHOOD DEVELOPMENT STRATEGY VISION ………by 2020 all children have the best start in life to create a better future for themselves and for the nation
Principles for the National Strategy A focus on • Whole child • Whole of childhood - antenatal period to 8 • All children with additional help for those most in need • Enhancing positive factors and reducing risk • A whole service system: universal & targeted; interagency • Diversity and difference a strength
The Case for Change • Clear evidence of critical place of early years in whole of life trajectory: health, development, learning and wellbeing • Widening inequalities in outcomes between groups of children on a number of indicators • Social changes impacting on family functioning and capacity of services to meet family needs
Current Commitments Egs….. • NP Agreement on Early Childhood Education: Universal access to preschool • Child and Family Centres under the NP Agreement on Indigenous Education
Immediate Actions within Existing Resources Egs….. • Consider the AEDI results in community, state and national planning processes • Develop training materials to support the release of the EYLF and the National Quality Agenda
Priority Reform Areas • Strengthen universal maternal, child and family health services • Support for vulnerable children • Engaging parents and community in understanding the importance of early childhood • Improve early childhood infrastructure • Strengthen workforce • Build better information and evidence base
Consultation Regulation Impact Statement for Quality Reforms • Current scope: long day care, preschool, Family Day Care, outside school hours care • Focus on a national standard including key structural drivers of quality: • Ratios of staff to children • Staff qualifications, and • A Quality Rating System • Unified National Regulatory System • Consultation closes 31 August
RegulatoryArrangements Option 1: No change Option 2: Integrated national system • a unified national system • individual services will need to deal with only one organisation for quality assessment • a single set of improved national quality standards that integrate education and care will promote good developmental outcomes for children attending child care and preschool • a new ratings system will provide better information about service quality to help parents to choose a service and promote quality improvements amongst services. • Full list of features available on page 28 of the RIS

A New quality rating system Option 1 – Maintain the status quo - Currently services receive a Quality Profile Certificate from the National Childcare Accreditation Council Option 2 – Implement the new rating system that integrates the new National Quality Standard - COAG preferred option

EARLY YEARS LEARNING FRAMEWORK • A key plank of the Quality Agenda and the national standard • National implementation from July 2009 • DECS Early Childhood Services working with Regions to plan and support implementation
NATIONAL ECD STRATEGY TIMEFRAMES • EYLF implemented from July 2009 • National ECEC Standards and Ratings System agreed Nov 2009, transitioned into place from July 2010 and fully operational from 2012 • Fully developed proposals for the 6 NECDS reform priorities considered by COAG in 2010 • National Early Childhood Development Agreement for COAG consideration in 2010
