  3. Our Primary Mission Seek external funds and administer grant and contract awards

Institutional Relations It is the policy of the College that all grants and contracts submitted to external sponsors must be cleared through the Grants Development Office (grants and some contracts) and/or Sponsored Programs (contracts), and approved by the College’s Authorized Organizational Representative (AOR). Regardless of value, all externally funded awards to SUNY Oneonta for research, training, programs, curriculum development, etc. are fiscally administered by the Research Foundation for SUNY.

  5. Research Foundation for SUNY The Research Foundation for SUNY is a private, nonprofit educational corporation whose primary responsibility is the administration of externally funded contracts and grants for and on behalf of the State University of New York.

Pre- and Post-Award Services Pre-Award(Grants Development Office) Helps you identify, apply for, and obtain the funding Post-Award(Sponsored Programs) Helps you manage the funding and comply with various policies, both internal and external We collaborate closely. By working with us, you can design a program for external funding that complies with guidelines, avoids conflicts, and provides maximum flexibility.

Sponsored Program Activity For fiscal year 2012-2013: SUNY Oneonta ranked second (behind Buffalo State College) of the twenty-one SUNY University Colleges and Technology Colleges in sponsored program expenditures. Grants Development Office Proposal Preparation We help to: • Brainstorm project ideas • Research funding opportunities • Strategize approaches for seeking funds • Develop and edit proposal narratives • Draft proposal budgets • Facilitate the support of administration and external partners • Ensure compliance with sponsor requirements • Work with Sponsored Programs to secure campus approvals for submission • Submit applications, electronically or otherwise

Grants Development Office Recent Grant-Seeking Activity • 42 grant proposals submitted in 2012/13(requesting a total of ~$7.5 million) • 15 awarded grants in 2012/13 (total funding = ~$1.7 million) • Current RF grant portfolio includes 16 awards totaling over $5 million NSF (9), NIH (1), NASA (1), US Dept of Education (1), Institute of Museum and Library Services (1), USGS (1), SUNY/Research Foundation for SUNY (2), and various foundations

Grants Development Office Faculty Grant Programs Administered by the GDO • Competitively peer-reviewed campus grant programs that fund research ($3,000 max) and creative activity ($2,000 max) projects • Funded from Research Foundation for SUNYindirect cost recovery (and a 3-year StAR award) • Applications due in early spring semester for funding on a fiscal year basis (July 1 to June 30) • 2013 round: 16 awards (11 research, 5 creative activity) totaling over $31,000 http://www.oneonta.edu/advancement/grants/small.asp

Grants Development Office Student Grant Program Administered by the GDO Student Grant Program for Researchand Creative Activity • $1,500 maximum request per project • Submitted by student(s) with faculty sponsorship • Funded by College at Oneonta Foundation and the Alumni Association ($49,050 in 2012/13) • Applications reviewed by Committee on Research; 35 grants totaling $45,707 awarded in 2012/13 • Recipients present at SRCA Day • See www.oneonta.edu/academics/frc/ for guidelines

Sponsored Programs Award Administration Sponsored Programs currently manages close to 100 grant and contract awards and other related funds with almost $7 millionin annual expenditures • Faculty external grant awards • Contracts (e.g. migrant programs,Biological Field Station services) • Faculty and student campus-based grant programs

Sponsored Programs Services for Funded Programs FISCAL and PERSONNEL • Budgeting, Financial and Reporting Assistance • Human Resources (payroll, hiring, benefits) • Cost share, Effort Reporting • Procurement • Travel • Conflict of Interest ADMINISTRATION Support in administering sponsored projects in accordance with federal, sponsor, College, SUNY and Research Foundation guidelines.

Sponsored Programs Compliance Oversight www.oneonta.edu/admin/spa/researchcompliance.asp • Responsible Conduct in Research:The applicable module(s) of the CITI web-based program must be taken by faculty, staff and students conducting research funded by campus-based or external funding prior to accessing awarded funds. • Human Subjects Research: Research involving human subjects must have Institutional Review Board (IRB) approval. • Animal Research:SUNY Oneonta faculty and staff who intend to conduct research involving animal, whether using sponsored program (grant award) funds or not, must complete a Animal Care and Use Protocol form early in the research design phase for submission to and review by the SUNY Oneonta Institutional Animal Care and Use Committee (IACUC).

Sponsored Programs Compliance Oversight (cont.) • Financial Disclosure: A financial disclosure statement is required to earn a salary rate in excess of a certain threshold. • New York State (NYS) Contracts: If an award is made through a NYS contract, applicable forms must be completed. Please contact Denise Straut at Denise.Straut@oneonta.edu. • Export Controls: Research involving travel to a foreign country or work with foreign nationals requires review for compliance. • Radioactive Materials:Questions regarding radiation safety policies and procedures should be directed to the campus Radiation Safety Officer, Dr. Nancy Bachman, at Nancy.Bachman@oneonta.edu. • Biohazards: Questions regarding the SUNY Oneonta Laboratory Safety Guideline Program should be directed to Facilities & Safety (Thomas.Rathbone@oneonta.edu).
