  3. Vision • To enable poor women in the focal point to improve the quality of lives and livelihoods • To enable existing BPL families to cross the BPL line by creating gainful employment opportunities.

  4. Objectives • To effectively implement the poverty eradication and livelihood promotion • To create an enabling pro poor policy environment for intensive blocks • To ensure that at least one BPL woman from identified rural household is brought under SHG network in time bound manner • To ensure adequate coverage of the vulnerable section of the societies • To focus on setting up strong SHG based social structure • To universalize SHG and ensure total financial inclusion

  5. TARGET GROUP • All BPL families • All socially excluded individual and families • All vulnerable sections/groups of people

Parameter for Identification of Intensive Blocks • SHG based Institutions already developed under SGSY. • High concentration of BPL population . • High concentration of BPL S.T families . • High concentration of BPL Minorities . • Large number of BPL families uncovered under SGSY . • Vulnerable blocks

Task of DRDC in respect of Intensive Blocks • Organizing workshop on NRLM • Assessment of available social capital • Developing BMMU in intensive Blocks • Identification of vulnerable & uncovered areas • Identification of dormant SHGs • Assessment of needs in respect of vulnerable areas • Assessment of needs in respect of SHG based institutions already functioning.

Task of DRDC in respect of Non Intensive Blocks • SHGs already formed before six months to be graded • Necessary support to be extended to the SHGs in the blocks in SGSY mode until declared as intensive block • Steps to be taken for strengthening existing SHG based institution and for coverage of all GPs & Sansads under SHG networking. • To take measure for developing social capital

Initiatives taken by State in the context of NRLM • Mobilization of large number of poor in SHGs. • Formation of SHG based institutions i.e. Sub-Cluster at Sansad level , Cluster at GP level and Federation at Block Level. • Creation of Social Capital- Engagement of RPs , DRPs, LRPs • Capacity Building Of Community resource persons • Financial literacy of SHG members on pilot basis • Formation of activity cluster / producers co- operative • Specialised skill development training

Activities in Intensive Blocks • Dedicated structure at Block Level (BMMU) • Participatory Identification of the poorest of poor • Release of RF to the tune of Rs. 10,000 – 15,000 • Release of CIF to Federation for on lending to SHGs • Preparation of MIP is a precondition for getting loan from CIF • Interest subsidy for bank loan • Insurance coverage for SHG members
