  3. Fee assessment rules currently in use will continue to work. • Fee assessment works with non-traditional or open learning registration.

  4. New Data Elements: SFARGFE • Student type • Student attribute • Grade mode (assess by course) • Admit term • Program • Degree • Department • Instructional method • Schedule type • Course attribute • From/To flat hours and flat fee amount • Start hours for overload charges • User ID

  5. Audit History Form: SFAFAUD • Created to assist in fee assessment and to record the history of assessments by ID and term. • Use the data on the form to understand how the charge was calculated by the fee assessment process.

  6. Audit History Records: SFRFASC • New fee assessment process run from job submission • Output options to print entries that are made to the audit history table • Option to print the accounting record update only

  7. Enhanced Processing: SFARGFE • Per credit charging rules will still function as they have in the past • Flat charging rules • Overload charging rules – no longer need negative rule

New Fee Assessment Processing Steps: • Process always works with the student’s liability at the specific time the process is run. • Comparisons to previous assessment for accurate charging, refunding and reversals are aided by use of audit history table. • Critical to create the first set of audit records.

  9. Batch Fee Assessment: SFRFASC • Replaces both SFRFASM and SFRFAS1. • Process using a single ID • Population selection rules added • Choose output format (audit and/or accounting records) • Create the last audit records for migration purposes

  10. Purge Fee Assessment Audit Process (SFPFAUD) • Purges unnecessary records from the database. • Use a reporting option to review individual accounts when researching possible accounting or assessment errors. • Print summary or detail information

Pre-bill rules have been consolidated into SFARGFE • Registration Fees Assessment Rules Form: SFARGFE • Student Course/Fee Assessment Query Form: SFAREGF • Refund Control Form: SFARFND • Course Detail Information Form: SCADETL • Schedule Detail Form: SSADETL • Section Fee Assessment Control Form: SSADFEE

  13. New Table: Fee Type (STVFTYP) Used with the fee type fields on SCADETL, SSADETL, SSADFEE and SFARGFE. Script delivered to populate this table Conversion scripts are also delivered to convert the values F and C to STVFTYP from SCRFEES and SSRFEES

New Table: Fee Assessment Audit Table (SFRFAUD) • Records the fee assessment history detail for display in SFAFAUD • The audit information is checked when refunds by total are processed to derive the total of the last assessment. • Provides information to fee assessment about whether the charges were derived using per credit, flat and/or overload charging rules.

  19. Open Learning Enhancement: • Enhancement provides students with the ability to register for a class based on start/end dates rather than a term. • Date-based approach is optional. Replaces need for additional part-of-term codes. • Term can be defined without constraints

  20. Traditional Courses vs Open Learning: Traditional course is a term or part of term based class that is defined by and conducted within a term structure. Open Learning courses require section level controls. Registration records are processed at the student level. Fees are calculated based on the duration of the class, and the course content delivery is other than classroom-based.

  21. Open Learning Course Examples: • Open entry/exit classes • Distance education • Continuing education • Classroom-based • Independent study • Practicum's • Apprenticeships

Establish Fee Assessment information: • Create new rules for registration and fee assessment processing that will provide the appropriate level of flexibility for open learning courses. • Specify dates when registration will be accepted (SOATERM) • Define instructional method of the course • Supported by fees defined on the section detail form (SSADETL)

Open Learning Enhancement • Student’s may register in both open learning courses and traditional courses during the same semester • Student’s may pick the course start and end dates • New registration history and extension form (SFARHST) displays all registration activity for all terms. Allows for extension of completion date.

Fee Processing: • Extension Fee Processing can be established to allow the student to “buy” additional time in a course. • Refunding rules must be defined for each section (SAARULE). • Drops and withdrawals are not based on static dates, but on elapsed time (percent complete or duration complete) • If fee assessment rules are required in addition to section level fees, they should be constructed in the registration fees process control form (SFARGFE)

Conditions apply when using fee assessment with open learning: • Open learning sections are defined with an instructional method, registration from/to dates, duration units, and number of units. Default from the information established in the Open Learning Rules Form (SOAORUL). • Track by CRN function will add CRN numbers to all fee assessment transactions of students AR • Track by course will facilitate in refunding

  26. Web: Student Self Service • Student can search for classes based on a date range instead of term • Approximate cost as defined on ssadetl. This cost does not include fees for traditional courses defined on sfargfe. • SOATERM does not control display of data on web any longer • Web display customized on SOAWDSP
