Fourth Industrial Revolution • On the verge of unprecedented technological advancement and development • Regularly: • New products, systems, applications, business models exploding • Offer new solutions to our problems (health, education, transport, energy) • Shift is happening everywhere - All sectors, all tasks (from routine tasks to professional tasks) • Shift will happen everywhere – All sectors, all tasks (from routine tasks to professional tasks) • Historically: technology-driven upheavals • Productivity gain, investment, growth, improvements in quality of life, improver health • First Industrial Revolution – Steam engine and mechanisation • Second Industrial Revolution – Electricity and mass production • Third Industrial Revolution – semiconductors, computers and networks • Fourth Industrial Revolution - Disrupting long established ways of living and doing business • Change the way we live and work • All sectors: Social, economic, political • Response not coordinated • Establishment of Presidential Commission on 4IR to provide some coordinated approach at national level.

SADC: Development Goals • The SADC Common Agenda (Article 5 of the SADC Treaty – as amended, 2009) • Promote sustainable and equitable economic growth, poverty alleviation, enhance quality of life, and support socially disadvantaged. • Promote common democratic, legitimate and effective political values and systems • Consolidate, defend and maintain democracy, peace, security and stability. • Promote self-sustaining development • Promote and maximise productive employment and utilisation of resources of the region • Achieve sustainable utilisation of natural resources and protection of the environment. • Strengthen and consolidate the long-standing historical, social and cultural affinities among the people of the region • Combat HIV and AIDS and other deadly or communicable diseases. • Ensure that poverty eradication • Mainstream gender in community building

SA: Development Goals • South Africa’s National Development Plan 2030 • Maps out SA desired economic and social development destination • Role different sectors of society must play to reach the goal • Aim: Eliminate Poverty and reduce inequality by 2030 • Drawing on the energies of its people • Growing an inclusive economy • Building capabilities • Enhancing the capacity of the state • Promoting leadership and partnerships throughout society

SA: Development Agenda • South Africa’s New Growth Path • Aims to create five million jobs 2020 • Reduce unemployment rate to 15% by 2020 • NGP identify five of what it refers to as main job drivers: • 1. Substantial public investment in infrastructure both to create employment directly, in construction, operation and maintenance as well as the production of inputs, and indirectly by improving efficiency across the economy; • 2. Targeting more labour-absorbing activities across the main economic sectors – the agricultural and mining value chains, manufacturing and tourism and high-level services; • 3. Taking advantage of new opportunities in the knowledge and green economies; • 4. Leveraging social capital in the social economy and the public services; and • 5. Fostering rural development and regional integration.

Fourth Industrial Revolution • Countries respond differently to these changes • Malaysia: Industrial Revolution 4.0 • Germany: Industry 4.0 • India: National Programme on AI (- AI powerhouse) • Accelerated gains in data storage, processing power, and advanced analytics. • Coming together of digital, physical and biological systems • Intelligent and Convergent technologies: Big data, Machine Learning, Blockchain, Virtual Reality, Robotics, Cloud Computing, Quantum Computing, Advanced Materials,3D Printing, Internet of Things, etc

Presidential Commission on Fourth Industrial Revolution(PC4IR) • Acknowledges that ALL sectors will be affected. • Acknowledges that different sectors are responding to these changes. • Some responses are impactful while others not that impactful. • Uncoordinated responses result in wastage of resources and • Develop an integrated country strategy and plan to respond to 4IR including detailed interventions to be carried out achieving global competitiveness integrated country strategy and plan to respond to 4IR of the key economic sectors (agriculture, finance, mining, manufacturing, ICT, Science-Technology-Innovations, etc)

Presidential Commission on Fourth Industrial Revolution(PC4IR) - Mandate • Advise government on 4IR policies • Develop a framework for implementation of multisectoral 4IR Strategy • Coordinate, monitor and evaluate multi-sectoral initiatives that will position SA as a globally competitive player in 4IR

Presidential Commission on Fourth Industrial Revolution – Objectives • Advise on a technology research and development programme to advance 4IR • Advise of strategies for skills development and the future of work • Make recommendations on enabling relevant infrastructure for SA to participate in the digital economy • Make recommendations on an institutional framework and mechanism to coordinate 4IR programmes • Make recommendations on approaches to address inclusivity and the digital divide • Make recommendations on interventions to enable innovation and entrepreneurship, and for SMMEs to take advantage of the 4IR • Advise on strategies to mobilise resources to support the 4IR interventions • Make recommendations on mechanisms to measure the impact of interventions on 4IR
