INSTRUCTOR REQUIREMENT 100% Round Accountability Instructors will - Lead from the front by setting the example of marksmanship - Encourage practice- Stress the importance of making each round count. Future Instructor Qualifications will be all on target with score rings - No Misses Rounds not fired due to misfire or malfunction are “accounted for” via an alibi fire or by virtue of not being fired.

Firearms Instructor TrainerEffective 01/01/11 • New Firearms Instructor Trainers can only recertify- Basic Firearms Instructor recertification classes- Advanced Firearms Instructor recertification classes- All programs under Basic & Advanced levels • Does not apply to Firearms Instructor Trainers certified prior to 01/01/11.- They will be permitted to instruct at the 10 Day Basic School

Master Firearms Instructor Trainer: (MFIT)Effective 01/01/11 • In 2006, the MPTC Firearms Coordinator established the Firearms Training Advisory Committee to update existing programs and create new ones. • All instructors were invited to participate. • Those instructors who took on this commitment and responsibility are now designated Master Firearms Instructor Trainers for their dedication and commitment to the MPTC Firearms Training program.

29. Master Firearms Instructor Trainer Requirements • Must be a current member of the MPTC Firearms Committee; or • Be a member of a subcommittee that reports to the MPTC Firearms Coordinator • Be a Firearms Instructor Trainer • Attend 50% of the scheduled meetings annually • Required to maintain proficiency and practical application with the subjects they teach

30. Master Firearms Instructor Trainer: (MFIT) Duties • Shall teach all subjects designed and established by the Firearms Committee. • Shall submit all documents to the Firearms Coordinator for approval to issue certifications for the subject taught.

State Standard Approved by the MPTC in March 2010 Establishes Minimum Re-Qualification and Continual Training Standards At this time, applies ONLY to handgun Required of ALL sworn Municipal Police Officers in the Commonwealth Includes Full Time, Reserve or Intermittent Divided into Qualification & Training

34. Qualification Intended to - Document existing marksmanship proficiency- Safe firearms handling skills Qualify Annually- MPTC Pistol Qualification Course- Min. passing score of 80%- Duty Pistol (Revolver) - MPTC approved targets

35. Training Training is intended to improve the officer’s marksmanship proficiency and firearms handling skills under stress in a variety of potential shooting situations as well as to enhance officer safety and the safety of the public. Has 3 required components- Review Policy, Safety, Safe Storage- 50 live fire handgun training session- 2nd practical training session

36. Training Every officer shall complete, within a twelve month period, TWO training sessions in the use of the handgun. 1. At least 50 rounds of live fire in multiple exercises.2. A second training session on a separate date. - This session does not have to be live fire.

37. Annual Training Standard Instruction and review of - Deadly force legal issues (case law)- Department policy on use of deadly force - Safe handling of firearms- Safe storage of firearms (c140s131L) This may be done at the time of qualification, range training or on a separate date

38. Annual Training Standard Live fire session will include at least 50 rounds.- Shall be fired during multiple training exercises.- Shall be in addition to the 50 rounds fired in the Qualification Course.- May be conducted on the same day as the 50 round Qualification Course- May use any target- Reactive targets encouraged

39. Annual Training Standard Training shall be realistic in natureor scenario based and include- Judgmental shooting- Reduced light shooting- Multiple target drills or scenarios- Moving targets- Shooting while moving- Use of cover- Shooting from a variety of positions- Sighted & Point shooting techniques

40. Annual Training Standard Second training session shall be held on a separate date from the live fire training. No time requirements The important thing is to have quality training and properly document the training with lesson plans and training reports.

41. Annual Training Standards Skill building drills may include- Simulators (Range 3000, FATS, etc.)- Simulations (Simunitions®, Airsoft, Plastic rounds or Red/Blue Guns) Departments are encouraged to use MPTC instructors in their programs

45. 25 Yard Stage STAGE ONE – KNEELING FROM COVER 3 Rounds (slug only) • Shooter begins@ 30 yard line with an Unloaded & Safe Weapon. “Load to Transport Condition” • Command “Gun or Threat” • Weapon placed into “Tactical Condition” from Transport Condition • Command “Advance” shooter advances to 25 yard line • From Behind Cover & the Kneeling Position • On the command “UP”, the shooter engages the target with 3 rounds • Covering the target, Top Off, (“Put back what you shoot")

46. 15 Yard Stage STAGE TWO Standing 15 Yards 4 Rounds (Slug Only) • Shooter begins at 25 Yards with “Topped Off “ Weapon • On the Command “Advance” Shooter advances to 15 Yards with Safety “ON” • At the 15 Yard Line • On Command “Gun or Threat" verbal challenge • On Command “UP” Shooters engages with 4 rounds. • Cover the target, use cover if available, Top Off “Put Back What You Shoot”

47. 10 Yard Stage STAGE THREE – PIVOTS 10 Yards 6 Rounds (Slug or Buck) • Shooter begins at the 15 Yard line with “Topped Off” Weapon • On Command the command “Advance” Shoots moves to the 10 yards • At the 10 yard line, shooters will depress muzzle, “SAFETY CIRCLE” • Shooters faces Right Muzzle Fully Depressed. (Safety Circle) • On the command “ Gun or Threat”, shooters will; (in order of sequence) – • LOOK to identify the threat, • PIVOT to face the threat, • MUZZLE UP and Verbalize • On Command “UP” Engage 2 Rounds • Line Faces Left Pivots Right 2 Rounds • Line Faces Rear Pivots 180 Degrees 2 Rounds Students will always “Put Back What They Shoot”

48. 10 to 7 Yard - Shooting on the Move STAGE FOUR: SHOOTING ON THE MOVE 10 to 7 Yards. 4 Rounds Slug or Buck • From the 10 Yards: • From “low ready” • On the Command “Advance” • Advance from 10 to 7 yard • Fire two rounds on the command “UP” while moving between 10 and 7 Yards. • 7 Yards Cover – Scan- Top Off “Put Back What you Shoot” • Repeat Stage Once more for a total of 4 Rounds Instructors should encourage shooters NOT to stop when they shoot - keep the line moving.

49. 7 Yards - Control Pairs w/ Movement STAGE FIVE – CONTROLLED PAIRS with Movement 7 Yards 6 Rounds Buck or Slug • At the 7 Yard Line • Shooters face threat low ready position. • Fire 2 rounds on the command “UP”2Rounds • Move (left or right) as directed. Scan – Cover - Top Off • Repeat twice more total of 6 Rounds • Safety ON while at Low Ready • On the Command “Advance” move to the 5 yard line

50. 5 Yards - Hammer Drill • STAGE SIX – HAMMER DRILL • 5 Yards 2 Rounds Slug or Buck • At 5 Yards from “low ready”. • On the Command “UP” • Fire two rounds in rapid succession to center mass.
