3. Governance of NSAA • Six geographic, legislative Districts • Each District elects • Board of Director • District Managing Committee • District Managing Committee • District meetings • Administers Music Contest • Board meets monthly • NSAA Staff

4. NSAA Legislative Process • District meetings—November and January • Member schools introduce legislative proposals electronically by November 1 • Each school has one vote • Proposals passing at a November District Meeting advance to January Districts for consideration

5. NSAA Constitution and Bylaws • Body of rules legislated by member schools • NSAA Board and staff interpret rules • Member schools adopt Constitution and Bylaws • Board adopts Approved Rulings

6. Eligibility Rules • 2.2.1 Student must be an undergraduate • 2.2.2 Eight semesters beginning with enrollment in grade nine • 2.3 Ineligible if 19 before August 1 • 2.4.1 Must be enrolled on or before the 11th day of the current semester

7. Eligibility Rules • 2.5.1 Enrolled in 20 hours per week • 2.5.2 Twenty hours previous semester • 2.6.1 Legal domicile • 2.6.2.1 Guardianship does not fulfill the definition of a parent. • 2.6.3 Student entering grade nine for first makes initial choice

Eligibility Rules 2.6.9.1 Change of domicile during the school year, student may remain at the school. 2.6.9.2 Parents move summer prior to senior year and student has attended the school for two or more years, student may remain eligible 2.6.9.3 Student eligible in high school located in school district where parents established domicile.

9. Eligibility Rules • 2.7.7 Transfer students who have Enrollment Option applications signed and filed prior to March 15 shall be immediately eligible in the fall. • AR 2.7.8.1 If the student were to later change his/her mind and not transfer, that student would be ineligible for 90 school days at the school in which he/she attends.

10. Cooperative Sponsorships 2 or more schools can jointly sponsor activity; maximum of 4 schools Schools enrollments are combined for classification in that activity. Coops for 2 years Deadlines – Fall Activities – June 1 Winter & Non-athletic Activities – September 1 Spring Activities – January 1

11. NSAA Finances • Membership; registration; gate receipts • Ticket prices • District--$4 and $5 • State--$5 and $7 • Entry Fees • NSAA Reimbursement to Schools • Catastrophic Insurance

12. December Moratorium • 5 days in December December 23-27, 2011 • No use of school facilities for in-season activities • No practices or competition • Non-school facilities requirements

13. Rules Meetings Required! • Head coaches required to attend Rules Meetings annually! • Online Rules Meetings for 2011-12 • Penalties for missing Rules Meetings

14. Coaches Certification • NDE certification required • Certification of “layperson” coaches • Coaches Aides

15. Foreign Exchange Students • Eligibility may be waived for 2 semesters • Member of recognized Foreign Exchange Program; CSIET and possess J-1 Visa, or Approved mission or religious and possess F-1 Visa • Appropriate age; not a graduate • APPLICATION REQUIRED!!!

16. Home School Eligibility • Must be bona fide student, enrolled in member school for 20 credit hours • Cannot participate if not a bona fide student • Previous semester academic rule - schools must enforce!

17. Sportsmanship Expectations • Sportsmanship ejections, suspensions • Crowd control expectations • Administrators or other designates in attendance at all contests • Handling game officials

18. Article 9 – Middle Level Activities • 9.2.3 Membership of schools involving grades seven and/or eight shall be termed associate memberships. • 9.8 Contest Limits • Governed by NDE Rule 10

LB 260 Concussion Awareness Act Require that concussion and brain injury information be provided on an annual basis to the students and the student’s parent or guardian prior to the student initiating practice or competition. Sign in with your e-mail and password if you have previously registered. 3. If you need to register, it will only take a couple of minutes. All users at www.nfhslearn.com must be registered with a unique e-mail address and password. 4. Click “Courses” at the upper left corner of the screen. Under “Free Courses” click “Concussion in Sports — What You Need to Know.” 5. Note: You will need to click on “Save” once you have put the course(s) in your cart and before you can proceed to Checkout. 6. As you go through the process you will see that you are using the “purchasing process” that is standard for NFHS Coach Education courses. You are not being charged anything for the Concussion courses. The online concussion course is offered at no cost to the user. Once you have finished, you will be added to the database as having completed the course. The name of the individual completing the course will appear in the “Coach Search” feature as having completed this course along with any other courses completed at www.nfhslearn.com.
