PILLAR I.-EMPLOYABILITY Thematic Field: FACILITATING ACCESS AND RETURN TO THE LABOUR MARKET FOR THOSE WHO HAVE DIFFICULTY IN BEING INTEGRATED OR REINTEGRATED INTO A LABOUR MARKET WHICH MUST BE OPEN TO ALL. Elegible actions ENCOURAGING THE CREATION AND MAINTENANCE OF INTEGRATED SERVICES OF COUNSELLING AND ACCOMPANIMENT MEASURES TO ACCESS EMPLOYMENT PROMOTING NEW APPROACHES AND NEW CONTENTS OF TRAINING FOR EMPLOYMENT Funds Allocation 29%

  5. PILLAR I.-EMPLOYABILITY. Thematic Field: COMBATING RACISM AND XENOPHOBIA IN RELATION TO THE LABOUR MARKET. Elegible actions PROMOTING ACTIONS FOR THE PREVENTION AND THE ERADICATION OF RACISM AND XENOPHOBIA INTO THE LABOUR MARKET. Funds Allocation 5%

  6. PILLAR II.-ENTREPRENEURSHIP. Thematic Field: OPENING THE BUSINESS CREATION PROCESS TO ALL BY PROVIDING THE TOOLS REQUIRED FOR SETTING UP BUSINESS AND FOR THE IDENTIFICATION AND EXPLOITATION OF NEW POSSIBILITIES FOR CREATING EMPLOYMENT IN URBAN AND RURAL AREAS. Elegible actions FACILITATING MECHANISMS TO ACCESS AND PROMOTING FINANCING SYSTEMS TO GENERATE NEW ACTIVITIES. PROMOTING INTEGRATED SERVICES OF COUNSELLING AND ACCOMPANIMENT FOR THE ENTREPRENEURSHIP INITIATIVES. Funds Allocation15%

  7. PILLAR III.- ADAPTABILITY. Thematic priority: SUPPORTING THE ADAPTABILITY OF FIRMS AND EMPLOYEES TO STRUCTURAL ECONOMIC CHANGE AND THE USE OF INFORMATION TECHNOLOGY AND OTHER NEW TECHNOLOGIES. Elegible actions SUPPORTING THE ADAPTABILITY OF ENTERPRISES. SUPPORTING THE ADAPTABILITY OF EMPLOYEES. Funds Allocation15%

  8. PÌLLAR IV.- EQUAL OPPORTUNITIES FOR WOMEN AND MEN. Thematic field: RECONCILING FAMILY AND PROFESSIONAL LIFE AS WELL AS THE RE-INTEGRATION OF MEN AND WOMEN WHO HAVE LEFT THE LABOUR MARKET BY DEVELOPING MORE FLEXIBLE AND EFFECTIVE FORMS OF WORK ORGANISATION AND SUPPORT SERVICES. Elegible actions PROMOTING FLEXIBLE FORMS OF WORK FACILITATING TRAINING AND RE-QUALIFICATION SYSTEMS Funds Allocation13%

  9. PILLAR IV.-EQUAL OPPORTUNITIES FOR WOMEN AND MEN. Thematic Field: REDUCING GENDER GAPS AND SUPPORTING JOB DESEGREGATION. Elegible actions PROMOTING ACTIONS TO RAISE AWARENESS. DEVELOPING POSITIVE ACTION PLANS WITHIN ENTERPRISES. Funds allocation18%

DEVELOPMENT PARTNERSHIPS • GEOGRAPHICAL DPs • It has a territorial base • All the organisations and relevant actors of the area will work together. • SECTORIAL DPs • It will operate within specific economical or industrial sectors. • It will also could focus on a specific target group suffering discrimination or unequality in the labour market.

EQUAL finances activities carried out by strategic partnerships working in the thematic fields they have selected and they will be called “DEVELOPMENT PARTNERSHIPS” (DPs) • All the relevant actors will be involved from the begining to ensure a comprehensive and effective approach. • For each DP, all those involved in the implementation of activities shall take part in the decision-making process: • Public authorities. • NGOs. • Employers and trade unions. • SMEs. • Public employment services. • Small organisations with innovative ideas.

CONTENTS OF THE PROJECTS • Assessment of the current state of labour market exclusion, discrimination and inequality with respect to the thematic field and territory/sector chosen. • Description of the Development Partnership. • Objectifs and priorities built on the strategic lessons gained under Employment and Adapt programmes. • Work programme and budget. • National. • Transnational. • Mechanism for on-going assessment. • Horizontal gender mainstreaming approach.

  14. Transnational Cooperation Agreement • Working program and contribution of each partner. • Joint taking decisions. • Methodology of monitoring and assessment for common actions.

  15. MAIN ASSESSMENT CRITERIA • COMPLEMENTARITY / INNOVATION • Analysis of the existing policies in the area or sector. • Demostration of the innovative and complementarity effect of the proposed actions. • EMPOWERMENT • Participation of all partner to take decissions. • Active participation of the beneficiaries of actions. • MAINSTREAMING • Method to detect good practices and system to facilitate the transference. • EQUALITY OF OPPORTUNITIES • Measures against gender discrimination. • Participation of equality agents within the DPs.

  16. Actions to be developped by the DPs ACTION 1 Setting up Developpment Partnerships (in the territory or the sector) and transnational cooperation (3% of the ESF allocation) ACTION 2 Implementation of the work programmes of Developpment Partnerships . (85% of the ESF allocation) ACTION 3 Thematic networking, dissemination of good practice and making and impact on national policy. (12% of the ESF allocation)

  17. ACTION 4 TECHNICAL ASSISTANCE Technical assistance will be available to support the implementation of Actions 1 to 3. ACTION 1 Advising and facilitating the consolidation of PDs and the search for suitable transnational co-operation partners. ACTION 2 Collecting, editing and disseminating experiences and results including annual reports of the DPs. ACTION 3 Supporting the thematic networking, the horizontal dissemination activities and the setting up of mechanisms for policy impact.
