Homeland Security Investigations (HSI) • HSI is a critical investigative arm of the Department of Homeland Security and is a vital U.S. asset in combating criminal organizations illegally exploiting America's travel, trade, financial and immigration systems. • Enforcement of more than 400 federal statutes. • Special Agents are also both Customs officers and Immigration Officers under the Law.

12. IDENT Watch list Categories Known or Suspected Terrorists These records include the fingerprints of the military detainees being held in Afghanistan, Pakistan, and Guantanamo Bay. Fingerprints for the FBI's top 22 most wanted terrorists have been enrolled if available. There are also field investigations that have resulted in enrollments into the Lookout database. Wanted Persons and Interpol Notices Fingerprint records of individuals that have active warrants received from the FBI IAFIS. IDENT receives a list of all FBI numbers of individuals that have active warrants and fall into the following categories on a daily basis: 1) unknown place of birth; 2) foreign-born; 3) previously arrested by legacy INS or Customs. Immigration Violators The deported felon and absconder records are received from the ICE LESC and enrolled into the Lookout database. The LESC has the responsibility of maintaining these files. Sexual Registrants The sexual registrant records are received from the FBI for convicted sexual predators or offenders and fall into the following categories: 1) unknown place of birth; 2) foreign-born; 3) previously arrested by legacy INS or Customs. DHS and Legacy INS Lookout Enrollments Fingerprint records received from the DHS field offices that meet defined criteria for enrollment into the Lookout database (e.g., aggravated felons). Previous Criminal History The previous criminal history records were received from the FBI for the high-risk countries as a one-time enrollment. Alerts Fingerprint records of previous DHS and legacy INS encounters that may require special attention for future US-VISIT encounters such as armed and dangerous, medical alerts, officer safety, and prior expedited removals. Biometric Visa Application Category 1 Refusals The Department of State through extensive records checks has determined the individual to be a substantial risk to enter the country and has denied his or her application for a visa.

27. Enrolling Subjects Into IDENT • Must be on the requesting agency's letterhead stationary. • The request must be accompanied by a set of the alien’s fingerprints. An original or photographic copy is preferred to copies of the fingerprint card. • The request must contain the name and full physical description (dob, pob, scars/marks/tattoos, height, weight, hair and eye color, if known) of the subject. • The subject's Alien number (A number) and date of arrest/offense are critical information. • The exact charge(s) for which the subject is wanted must be listed. • FBI number (if known) should be included in the request.

28. Enrolling Subjects Into IDENT • The requesting agency's case number for the subject should be provided. • Any cautionary statements must be included (Armed and Dangerous, Escape Risk, etc.) • A phone number for the requesting agency and person from that agency to be contacted if subject is apprehended. • Include a statement that the BSC will be immediately notified if the subject is apprehended or the warrant is dismissed. • The subject cannot be a citizen of the United States.
