Ratifying: Approve Delegates at the Convention decided that only 9 out of the 13 states needed to ratify (approve) the Constitution. If approved, it would replace the Articles of Confederation.
Federalists • Favored ratification of the Constitution. • Favored a powerful federal government. • Argued a Bill of Rights was not necessary, the federal power • was limited. • The separation of powers protected the rights of the people.
Anti-Federalists • Against ratifying the Constitution. • Wanted a weak national government. • States should keep more power • Wanted a Bill of Rights to protect the “little people”.
Results • In June 1788, new Hampshire becomes the 9th state to ratify the Constitution. • Virginia (the largest state) and New York still had NOT approved.
A national Bill of Rights was promised to be added to the Constitution; Virginia and New York both agree to ratify the Constitution. • The Constitution now replaced the Articles of Confederation.
