  1. Ratifying the Constitution

  2. Ratifying: Approve Delegates at the Convention decided that only 9 out of the 13 states needed to ratify (approve) the Constitution. If approved, it would replace the Articles of Confederation.

  3. Federalists • Favored ratification of the Constitution. • Favored a powerful federal government. • Argued a Bill of Rights was not necessary, the federal power • was limited. • The separation of powers protected the rights of the people.

  4. Anti-Federalists • Against ratifying the Constitution. • Wanted a weak national government. • States should keep more power • Wanted a Bill of Rights to protect the “little people”.

  5. Results • In June 1788, new Hampshire becomes the 9th state to ratify the Constitution. • Virginia (the largest state) and New York still had NOT approved.

  6. Here are the results!

  7. A national Bill of Rights was promised to be added to the Constitution; Virginia and New York both agree to ratify the Constitution. • The Constitution now replaced the Articles of Confederation.
