Ukraine ballast water Increase in occurrence of fines issued by State Inspectorate for the Protection of the Black Sea (SIPBS) Ships are requested to exchange ballast water in Black Sea before discharging ballast water in Ukraine ports Ballast water samples taken by SIPBS and tested for quality, without verification whether ship has exchanged ballast water. No independent/transparent checks. Oil products, iron, suspended solids – limits set are virtually unachievable

  3. Ukraine ballast water If any one of three specified levels are not complied with … Master may sail out beyond 12 mile zone to exchange ballast water (commercial costs, time delays, lost slot) Master may pay a fine (usually $5-15,000)
