NG9-1-1 PSAP Requirements & Standards • What “i3” interfaces can be reused by PSAP elements? • What new interfaces will be required, and what existing interface standards might be candidates? • How might NG9-1-1 systems differ from their contemporary counterparts, and how will this drive the standards that will be created? Emergency Notification for People with Disabilities • Identify best practices in formatting emergency information. • Route messages so that they will reach every device in the affected area promptly. • Disseminate messages to anyone that registers to receive messages on a timely basis. • Identify steps needed to make information about resources disseminated by cooperating agencies accessible to people with disabilities. • Develop websites as primary resource for supplemental information for those using computers as well as mobile devices. Implementation of NG9-1-1 Civic Location Data Standard • Is the usage or implementation of any elements unclear? • What issues are attendees experiencing when trying to implement the CLDXF standard? • Participants will get an overview of the CLDXF standard including discussion of differences between CLDXF and the FGDC standard • Facilitators will discuss their experience implementing the standard and its “pros and cons” Mon. 10:15 – 12:00 Boca I & II

Emergency Incident Data Document (EIDD) Transfer Protocols • Review the status of the EIDD ANS • Discuss whether query mechanisms for specific EIDDs should be supported (All EIDDs related to a specific Incident Tracking ID, all EIDDs in a geographic area, All EIDDs meeting user specified criteria, etc.) and which FEs should support the queries. • Review available EIDD transport mechanisms Mon. 2:15 – 3:00 Caribbean III

Texting to 9-1-1 Education • When should we (9-1-1 community) announce text service in our areas? • How do we educate decision makers/elected officials about interim text service? • How do we educate the public on which carriers are deployed? • Budgeting for public education – when/how do we budget? NG9-1-1 Additional Data Associated with a Call, Location or Caller • Is there adequate understanding of the information carried within Additional Call, Caller, and Location, including how they are expected to be used together and separately? • Is the guidance provided in the Additional Data Standard, i3 LTD, and IETF/ECRIT documentation sufficient to develop applications that leverage this standard • Does the standard adequately document the relative priorities of the proposed Additional Data? • Is the standards migration path understood and acceptable to the group? Legacy Selective Router Gateway • Provide an overview of the Legacy Selective Router Gateway in terms of its functions and interfaces, and describe its role in the transition to an end-state i3 architecture. • Describe the status of the LSRG standards development process. • Discuss any impacts and open issues identified during the standards development process. NG9-1-1 GIS Data Requirements • How does the GIS Data Model work for NG9-1-1? • How can it be used in today’s E9-1-1? • What part does it play in a NG9-1-1 setting? • A straw man and framework document will be developed at the session for updating the NENA 02-014 GIS Data Collection and Maintenance Standard Mon. 2:15 – 5:00 Boca I & II

ESINet Design for NG9-1-1 • Work with ARIN to resolve an issue with multiple AS numbers when building a large regional or State ESInet. • Modify the current 08-506 INF document into a requirements document. • Review and modify all measures, metrics and rules as needed. Metrics such as Latency, Jitter and Packet Loss can be better defined today than when the document was first written. • Add new sections relating to Microwave, Wireless and other broadband facilities.   11. National Telecommunicator Training Requirements • This session will provide an update on the work being done on national training guidelines for Telecommunicators.  • Attendees will help to validate the training guidance topics and subtopics. Mon. 3:15 – 5:00 Caribbean IV

Request For Proposal Working Group • Review each section accordingly, provide feedback and edits. • Generic topic headings currently being reviewed as related to PSAPs are Network, CPE, MIS and GIS. • Review proposed delivery timelines, make adjustments as needed.   13. Security Certificates Between i3 FE’s and ESInets • Provide information on the idea of trusted IP communications • Describe what a typical crypto key exchange looks like • Describe the various methods of encryption • Describe why a PCA is required Tues. 8:30 – 10:00 Caribbean III

Quality Assurance • What is feedback on the standard? • How do we distribute this standard to Public Safety? • How to implement a Q/A program with limited staff and budget? • Familiarize audience with Q/A standard • Present strategies for implementation • Discuss challenges of Q/A in Public Safety communication Tues. 8:30 – 10:00 Caribbean IV

GIS Site Structure / Address Points • What other NENA documents should this be linked to or be linked to it? • How should landmarks factor in to this document? • Confirm where and how should ‘multipoints’ be handled (other document)? • Should the NG9-1-1 GIS Data Model include an attribute that will distinguish between point placement ‘type’? • Is one methodology use matrix sufficient? • How should this document be updated over time in conjunction with other GIS related standards? Local PSAP IP Network Infrastructure and NG9-1-1 • What is special about networks used for NG9-1-1? • What current PSAP network practices are incompatible with NG9-1-1? • What NG9-1-1 functions create special dependencies in the underlying network architecture? Mobile Apps -Implications for 9-1-1 • What is NENA’s role in educating App developers about 9-1-1? • How can we limit the number of interfaces that need to be supported at the PSAP? • What are the potential benefits and limitations of routing the information to intermediary call centers? • Will i3 support these Apps in the long term and how can we make sure that the apps conform to i3 specification? • What are the security implications of enabling the Apps to communicate directly with PSAPs and how can we minimize potential security vulnerabilities? • What are the potential operational impacts (SOPs, Guidelines, etc.)? • Is it possible to standardize the contents of existing and future mobile 9-1-1 Apps? PSAP Operations Committee Standards Review • We will look through a list of documents, determine the necessity of the documents and determine prioritization of document updates. • Is this document still relevant? • Does the document need updating? • How urgent is it that NENA produce an updated document?
