MPAT TE-6 Overview18 - 26 March 2004 • Host and Co-sponsor: Australian Defence Force (ADF) • Co-sponsor: USPACOM • Academics/Plan Back Briefs: 18-19 Mar 2004 • CTF Integration/Cultural Event: 20-21 Mar 2004 • TE-6 CPX: 22-26 Mar 2004 • Notional Scenario: Multinational force response for peacekeeping operation (PKO) with HA/DR scenario • Focus: Multinational Force (MNF) and CTF HQs Activation, Forming, Crisis Action Planning (CAP) and Employment • Venue: Enoggera Barracks, Brisbane • Uniform: Fatigues/battle dress uniform (BDU) • Audience: • Primary – CTF HQ & MPAT personnel • Secondary - UN, international organizations (IO), non-governmental organizations (NGO)

MPAT TE-6 Participants • Australia (approx 100 personnel) • Lead nation designated CTF headquarters staff • Commands represent: DJFHQ, Land / Maritime / Air / SO Components, ADFWC • VTC CONOPS briefing: HQAST, PACOM • U.S. (estimate 20-25 personnel) • MPAT / DJTFAC members • MPAT contractors / CECG support • Other MPAT Nations (Estimate 55-60 representing 23-27 nations) • UN / IO / NGO Invitees (TBD) • United Nations (OCHA, HCR, DPKO) • International Committee Red Cross (ICRC) / Red Crescent • Interested / selected NGO’s • International Rescue Center (IRC) • Local NGOs and Red Cross • Asia Disaster Preparedness Center (ADPC) • Center of Excellence Disaster Management Humanitarian Assistance (COE DMHA)

TE-6 Goals & Objectives • Practice MNF SOP procedures for activation, forming, planning, employment of a CTF HQ • Improvements in activation, planning & execution • Test JTF to CTF transition / AS DJHQ SOP to MNF SOP • Develop understanding, practice, and refine multinational crisis action planning (CAP) procedures • Improve multinational interoperability and cooperation • Build MPAT cadre teamwork and relationships • Practice using collaboration tools and network / computer-based information management systems • Identify planning requirements for a multinational response to a peacekeeping and HA/DR scenario
