Terms of Reference for the Safety Standards Committees • Standing bodies of senior representatives in the safety areas (nuclear, radiation, waste, transport, security) • Open to all IAEA Member States • Established by the Deputy Director General, Head of the Department of Nuclear Safety and Security to make: • recommendations on the IAEA’s programme for the development, review and revision of safety standards • on activities to support the use and application of these standards.
Terms of Reference for the Safety Standards Committees Cont. The Committees provide: • feedback and recommendations to the IAEA on its safety programmes and • On areas for improvement, with a view to achieving greater transparency, consensus, quality, coherence and consistency in the development of IAEA safety standards.
Functions of the Committees • To periodically review and provide advice and guidance on the strategy, priorities and programme for the development of the standards issued in the IAEA Safety Standards Series • To review reports on feedback received from the Secretariat and from members of the Safety Standards Committees
Functions of the Committees Cont. To review and approve: • proposals for the development of documents to be published in the IAEA Safety Standards Series, i.e. draft document preparation profiles (DPPs) • DPPs for the development of documents to be published • text of draft safety standards before their submission to MS for comment • text of draft safety standards before their final endorsement for publication
Functions of the Committees Cont. • To provide recommendations, upon request from the DDG, regarding the IAEA Safety Standards Series development and approval process. • To ensure, in full cooperation with the Commission on Safety Standards (CSS) and the other Safety Standards Committees as well as the NSGC, that safety–security interface issues are properly addressed and reviewed in both safety and security publications.
Commission on Safety Standards CSS appointed by the Director General and includes senior governmental officials having responsibility for establishing national standards.
Membership of SSCs Member States invited to nominate: • five senior representatives and, if desired, • alternates, each as a candidate for membership of one of the Safety Standards Committees. MS may also determine to nominate • A ‘corresponding member’ who may not generally attend meetings of the relevant Committee but would have the same function and therefore would in all cases receive correspondence and documents like all other members and, as requested, would submit written comments on such documents.
Committee members are expected to: • prepare for and attend the meetings of their Committee • contribute actively to its work, • report on feedback from users of publications in the IAEA Safety Standards Series in the respective Member States • present a national view on the issues under discussion based on appropriate consultation at the national level and coordination of the input of national stakeholders,
Membership of SSCs cont. • international organizations and non-governmental bodies attend the Committees’ meetings as observers,
Working Methods of the Committees • Deputy Director General will appoint a Chairperson of each Committee • Each Committee will report to the Deputy Director General • Each Committee meet twice a year • Each Committee will liaise with the other Committees and the CSS in order to ensure that safety and security publications issued by the IAEA are consistent and mutually supporting.
Resources of The Committees • All costs relating to the participation at the Committees’ meetings are normally to be borne by the nominating Member State or observer organization, But • there is the provision for exceptions to be made at the discretion of the Deputy Director General.
Process for developing or reviewing Safety Standard draft DPP prepared by Secretariat (consultants from MS) The draft DPP approved by all safety committees and the CSS The Secretariat using consultants from MS develop the draft Safety Standard (DS #) The draft safety standard approved by the Committees The Draft SS sent to the MS for comments Comments addressed by Secretariat (consultants from MS) The final draft where comments addressed approved by the Committees explaining how MS comments addressed The final draft be approved by the CSS Draft SS (DS) approved by IAEA Board of Governors if it is safety Requirements Draft SS (DS) go for publishing
