  2. Who we are • AGI Standards Committee • AGI’s only “Standing Committee” • Existed for over 20 years And • BSI committee for Geographic Information – IST/36 • Development of UK standards e.g. BS 7666 • UK input to European and International standards - CEN and ISO AGI Standards Committee

  4. What we do Mission Statement To ensure that UK has an agreed portfolio of relevant and trusted standards for the better exploitation and sharing of geographic information and that these are maintained and promoted AGI Standards Committee

Terms of Reference Specific terms of reference reflecting IST/36 role: • Understand and specify the stakeholder requirements • Maintain a representative committee membership • Propose and provide technical approval of British Standards • Monitor and prioritise the overall effort on de jure UK standards for GI • Promote understanding and adoption of BS, CEN and ISO standards • Co-ordinate UK input into the work of ISO/TC 211, CEN/TC 287 and other relevant de jure national, European and International Standards bodies • Agree the publication of ISO standards as British Standards where relevant Additional terms of reference: • Obtain funding to sustain standards work - liaise with sponsors • Maintain a network of relevant UK domain and standard experts • Be responsible for the UK metadata standard, UK GEMINI • Maintain awareness of developments within OGC AGI Standards Committee

Activities • ISO/TC 211 • Members involved in ten project teams developing or revising standards • Members involved in eight advisory and ad hoc groups • Balloted/commented on 25 standards under revision or development in 2013 • Sent UK delegations to meetings in Busan, Korea and Redlands, USA in 2013 • CEN/TC 287 • UK provide the Chair and Secretariat. • Contribute to the work on Spatial Data Infrastructures and the INSPIRE initiative • Sent UK delegations to Oslo and Frascati, Italy in 2013 • British Standards • Support to BS7666: 2006 • UK GEMINI2 • Amendments to the metadata profile and updating of Guidelines • Responding to queries via the AGI website. • Other standards activities AGI Standards Committee

Issues and risks • Lack of communication, interest and support from AGI leading to the sidelining and isolation of the Committee • Invisibility of standards web pages on the AGI website • No mention in annual reports • Concentration on de jure (BS, CEN, ISO) standards • Lack of representation from the development community • Shortage of resources, lack of sponsorship and over-dependence on a few long-serving members • Shortage of travel funding via AITS seriously curtails attendance at overseas meetings for those with no alternative funding • Proliferation of organisations creating standards for location and lack of knowledge of what exists AGI Standards Committee

Open Standards Forum? • Forum to: • Share and disseminate information about standards (not just de jure standards) • Share experiences/case studies in the use of standards • Promote the benefits and use of standards • Feedback on gaps in standards or the need for standards to be revised and improved • Membership: • Wide - not limited to AGI members • Representatives of standards bodies and users • Not to replace role of existing standards bodies e.g. IST/36 or be dominated by a particular body e.g. OGC AGI Standards Committee

How to make it happen • Initial meeting on 12th May to gauge interest • Invited a number of potential participants • Presentation and discussion groups • Forum could take many forms • Meetings • Virtual meetings • Webinars • Social networking • If there is sufficient interest and commitment then we can move to the next stage • OS have offered to provide support AGI Standards Committee
