Programme Overview Programme description • The DH is to support aspirant Foundation Trust Boards in their preparations with an Assurance Framework (assessment and development). • This will help individuals, Boards, SHAs and DH/NTDA to gain a better understanding of the readiness of the Trust Board and develop their leadership capability prior to the Monitor Assessment and in line with agreed date set out in each NHS Trusts’ Tripartite Agreement. • Board Development is already underway across many regions and within many NHS Trusts. However, the standard, quality and cost of Board development differs significantly across the country. • With responsibility for ensuring that all NHS Trusts gain FT status by 2014 transferring to the NHS Trust Development Authority (NTDA) in the coming months, a national Assurance Framework will provide important consistency to this salient work. Objectives • To procure external support (single provider, or consortium) which is able to deliver a modular based Assurance Framework on the components of Design, Test and Production to enable Board Development in the aspirant FTs. • To design, test and produce an Assurance Framework in conjunction and in collaboration with key stakeholders: DH, SHAs, Monitor, FTN and selected high performing FTs • This is Phase 1 of the Assurance Framework to be completed in September 2011. Phase 2 of the Assurance Framework will begin in August which concentrates on the practical application of the Framework

Current AFTAF Programme Issues (Phase 1) Recent Activity Next Steps • Specification of Requirements and programme principles agreed with PEG volunteers • ITT sent out to long list of potential suppliers (list generated in collaboration with stakeholders) • Significant interest with supplier briefings and conversations. Bids received from 7 suppliers/consortia • Agreed Interview Panel members to made up of representatives of DH, SHA and Monitor. • Shortlisting process of suppliers taking place w/c 31st May • Panel interviews taking place 9th June • To start the design and test phase w/c 12th June • Continued stakeholder input required including discussions on FT test sites • Early preparation for list of suppliers to deliver Assurance Framework
