  3. Annual Expenditure Trend Cont… • The outlays for Andhra Pradesh increased from 2004-05 to 2006-07. In 2006-07 the outlay was 180% of the outlay of 2005-06. • Since 2007-08 the outlays for the State has decreased as compared to previous year. • Since 2007-08 the achievement has been more on declining trend for the State. • The expenditure over the approved outlay in 2006-07 was as low as 53%. • The achievement level further reduced to 37% in 2007-08 which was mainly due to shortage of fund.

Component wise Expenditure Analysis • Most of the components have shown good/ average performance except for activities of OoSC, Teacher Salary & KGBV. • There are components with declining achievement levels; BRC, community training, civil works, activities of OoSC, IED, innovative activities and NPEGEL. • In addition there are 4 components with declining expenditure (in absolute terms) BRC, activities of OoSC, innovative activities and community training. • Declining trend for BRC in terms of absolute expenditure and also achievement level to target is an indication of underperformance of BRC which may be due to vacancies of BRCC’s and hence lesser activities at BRCsbe. • Similarly for activities of OoSC, the declining trend on both the indicators, indicate towards non-achievement of the objective of SSA of providing alternative education system till the time formal education system is available to all. • Same trend has been observed with regards to innovative activities funds which means the State has not able to optimally utilize the funds available under this flexible interventions.

  9. The Quarter wise expenditure analysis for three consecutive years i.e. 2006-07, 2007-08 and 2008-09 (till Sept 08)

  10. Annual Trend:Average performance and declining achievement level. Quarterly Trend: Expenditure distributed in all 4 quarters. Performance for 2008-09 till September 08:27% achievement over the outlay

  11. Annual Trend: Good performance around 80% Quarterly Trend: Expenditure skewed in any one quarter of the year. Performance for 2008-09 till September 08: 92% achievement over the outlay

  12. Annual Trend: Almost declining trend over the year with average performance. Quarterly Trend: Distributed mainly in 2 quarters. Performance for 2008-09 till September 08: 61%

  13. Annual Trend: Achievement level is at around 33%. Declining trend observed. Expenditure level also declining. Quarterly Trend: Expenditure reported in 4 quarters but is skewed in last two quarters. Performance for 2008-09 till September 08: 7%.

  14. Annual Trend: Declining level with average achievement level of 30%. Quarterly Trend: Majority of the expenditure reported in 4th quarter. Performance for 2008-09 till September 08: 9% (very low)

  15. Annual Trend: Achievement around 90% every year. Quarterly Trend: Mainly in 2nd quarter. Performance for 2008-09 till September 08: 73%

  17. Annual Trend: Around 90% every year. Quarterly Trend: Major expenditure in 2nd & 3rd quarter. Performance for 2008-09 till September 08: 79% till now. All in 2nd quarter.

  18. Annual Trend: Achievement level fell from 37% in 2006-07 to 13% in 2007-08. Expenditure also declining over the years. Quarterly Trend: Expenditure reported in 3rd and 4th quarters. Performance for 2008-09 till September 08: 0% till now.

  19. Annual Trend: 36% achievement in 2007-08. Quarterly Trend: Expenditure reported in 2nd & 4th quarters. Performance for 2008-09 till September 08: 27% till now.

  20. Conclusion • The State’s overall performance seems to be poor. • Achievement on teacher salary intervention is very low, a clear indicator of large number of vacancies. • Declining level of expenditure along with low achievement in terms of expenditure to the outlay sanctioned for the activities aimed at coverage of out of school children raises on alert on the success of the activities being carried out under the intervention. • The achievement level for BRC activities including salaries has been on declining mode over the years which raises a concern on the functionality of these centers.
