  3. 2008/09 assessment: current status • Review period concluded on 27 November • Embargoed organisational assessment reports being issued to authorities • CAA reporting on Oneplace website from 9 December

  4. 2008/09 assessment: performance overview • New, more demanding assessment supporting CAA • Broader scope and greater focus on outcomes – so can’t compare directly with previous assessments • Best performing theme across all sectors is Managing Finances • Least well performing theme is Managing Resources • Unable to share detailed scores at this stage ahead of completion of the review process and public reporting

Managing finances theme • All sectors performed significantly better in this theme than the other themes • Possible reasons: • familiar areas being assessed • more consistency with previous UoR assessments • authorities more comfortable with financial focus • Authorities performed least well in KLOE 1.2 (understanding costs) • Strengths = medium term financial planning and financial standing • Areas for improvement = understanding costs and linking to performance

Governing the business theme • All sectors performed averagely in this theme compared to the other themes • Possible reasons: • some familiar areas being assessed • new KLOE on commissioning was challenging • Less focus on data quality and more focus on use of information • Authorities performed least well in KLOE 2.2 (data quality and use of information) • Strengths = governance, risk management, internal control • Areas for improvement = commissioning and use of information

Managing resources theme • All sectors performed least well in this theme • Possible reasons: • 2 out of 3 KLOE new to the assessment • Unfamiliar areas to authorities • More corporate in scope • Authorities performed least well in KLOE 3.3 (workforce) • Strengths = understanding and quantifying use of natural resources • Areas for improvement = workforce planning and diversity

Learning from year 1 • Sector national reports for local government, police and fire including analysis of the UoR scores to be published in mid December (after CAA reporting) • Will be accompanied by a list of overall, theme and KLOE scores for all authorities • Approximately 75 case studies from year 1 to be published on Audit Commission website • Specific guidance on identifying outcomes with examples of level 3 and 4 performance for each KLOE – will be available externally through the on-line UoR guidance

Approach for 2009/10 • No changes to the UoR framework or methodology • No changes to the high level KLOE or focus points • Minimal changes to the guidance • Updates to reflect statutory changes, changes to the operational environment (e.g. economic outlook), and clarification of existing guidance where required • Risk based, proportionate approach by auditors building on baseline established for year 1 • Focus on what has changed since year 1
