CONSTANTA • the largest regional operator in Romania for domestic drinking water supply and wastewater treatment; • its shareholders are the County Council of Constanta and 33 Local Councils; • it serves over 1,000,000 inhabitants in Constanta, Ialomita, Calarasi, Ilfov and Dambovita counties; • during summer it serves over 2.5 million customers.

MAIN ACTIVITIES • Water supply in 130 localities; • Sewage and storm water collection and discharge in 26 localities; • Wastewater treatment and discharge in 12 Wastewater Treatment Plants; • In-house maintenance and repair of equipment; • Laboratory analysis for drinking water and wastewater, in RENAR - certified laboratories;

LOCALITIES SERVED: • Constanta County: 97 localities (12 cities and 85 communes/villages) • Ialomita County: 15 localities (3 cities and 12 communes/villages) • Calarasi County: 5 localities (5 communes/villages) • Ilfov County: 8 localities (1 city and 7 communes/villages) • Dambovita County: 5 localities (5 communes/villages)

WATER SUPPLY SYSTEM • 91 well fields with over 400 wells with total installed capacity of more than 36,041 cm/h; • Two surface sources: • Galesu, with total installed capacity of 3.75 cm/s • Dealu Vifor, with total installed capacity of 0.2 cm/s; • Two raw water treatment complexes: - Palas Treatment Plant - Dealu Vifor Treatment Plant; • Water supply pipes: over 3500.0 km; • 137 waterreservoirs with total stored volume of 291,578 cm; • 54 drinking water pumping stations with total installed capacity of 29.44 cm/s;

  6. SEWERAGE SYSTEM • sewerage network total L= 1420.0 km out of which: • sewage and storm collectors: L= 1214.0 km; • pressure pipe: L= 206.0 km; • 85 wastewater pumping stations withtotal capacity of 56,990cm/h; • 12wastewater treatment plants with maximum capacity of 7,383 l/s

COMPANY’S MANAGEMENT • Company’s management is provided by 5 Directorates : • Technical Directorate • Economic Directorate • Directorate for Development and External Financing • Quality-Human Resources Directorate • Legal Directorate; • coordinated by the Steering Committee and the Board of Directors; • 8 cost centers – profit units, with their own production plans, performance indicators and balance sheets.

  9. STATUS OF ECONOMICAL AND FINANCIAL INDICATORS 2010 • Invoiced water – 100,455,124.56 Lei (42,232,797 cubic meters) • Invoiced sewerage – 79,994,551 Lei (35,263,730 cubic meters) • Water/Sewerage Collection Rate – 97.88% • Turnover – 226,715,875.626 Lei • GROSS PROFIT – 17,257,208.26 Lei

INTEGRATED MANAGEMENT SYSTEM • Quality-Environment-Health and Safety at Work-Food Safety Integrated Management System implemented according to the following standards: • SR EN ISO 9001:2001; • SR EN ISO 14001:2005; • SR EN OHSAS 18001:2008; • SR EN ISO 22000:2005. • First Class Operation Licence for five years. • In 2005 S.C. RAJA S.A. Constanta becomes full member of International Water Association (IWA).

INVESTMENT POLICY Improving water supply and sewerage public service by: • accessing Europeanfunds, • co-financing from own funds and EBRD loans, achieved during: • 1998-2002, Municipal Utilities Development Programme - MUDP II, in amount of 33.143 Mil. Euros • 2001-2002, Large Scale Infrastructure Facilities – LSIF, in amount of 4.76 Mil. Euros; • 2000-2010, Instrument for Structural Policies for Pre-Accession Measure (ISPA), in amount of 91.077 Mil. Euros; • 2010-2015, Sectoral Operational Programme – Environment - in amount of 238.455 Mil.Euros TOTAL INVESTMENTS = 367.435 Mil. Euros
