  5. Facts About Teen Crashes In Virginia, 1 of 5 students are crashing within six months of receiving their driver's license! Department of Education 2006

The Research: Risk Factors • Inexperience – Especially the first few months of licensure. • The number of teen passengers. • Distractions (especially cell phones). • The presence of alcohol (and other drugs) in young drivers. • The low seat belt usage rate. • Late night driving (without supervision). • Type of vehicle driven. • Attention Deficit Hyperactivity Disorder (ADHD).

  13. Behind-the-Wheel Driver Education Instruction • Several commercial schools in Montgomery County • Before beginning Instruction: • Must have driven a minimum of 2 hours with parent supervision before taking road class • 10 hours of on-road driving is recommended before taking the road class

Obtaining a Learner’s Permit • 15 years and six months of age • Complete application form at DMV • Requires parent’s signature • Proof of social security, birth certificate and residency (may be verified by parent) • Pass vision test • Pass multiple-choice sign and knowledge test For more practice tests and more information visit:http://www.dmv.state.va.us/

  16. The Learner’s Permit… • Must be held… • for at least 9 months. • until the student is at least 16 years and 3 months old. • Holder may drive when accompanied by… • A licensed driver 21 years old or older • An immediate family member 18 years old or older who is licensed to drive

  21. Passenger Restrictions First year of driving under 18, may carry only one passenger under 18 After 1 year, or until 18, teen carries no more than 3 passengers under 18 Passenger restrictions do not apply to family members Violations will have serious consequences

  22. Seat Belt Use All persons under 18 years of age must wear seat belt regardless of seating position

  23. Seat Belt Use All persons in front seats required to wear seat belts Unbelted passengers can cause serious injury to others

  24. Teen Curfew Laws Curfew laws prohibit drivers under age 18 from driving from midnight to 4 a.m. unless they are accompanied by a parent or guardian. Exceptions to the Curfews: Emergencies Work - or school-related events Accompanied by a parent Responding to an emergency Engaged in lawful employment

  25. Virginia Code 46.2-334.01 Subsection C1 of this statute prohibits the use of cellular devices by those persons issued a provisional drivers license

  26. Virginia Code46.2-1078.1 It shall be unlawful for anyone operating a moving motor vehicle to use a handheld personal communications device to: • text or send e-mails or pictures • read any e-mail or text, either sent or stored in the device

  39. Parental Involvement • Parents have the ability to restrict or suspend driving privileges up to age 18. • Studies show that when parents restrict use and are attentive to their teens driving habits, crash rates are significantly lower. MSNBC Clip

Research Opportunities • The Virginia Tech Transportation Institute will be conducting a series of experiments over the next 2 or 3 years, observing teen drivers and developing coaching methods. • If your teen will be getting a learner's permit, and if you are interested in joining one of these experiments, please pick up a flyer or fill out one of the forms at the back of the room. • Current Practice Driving project has compensation of $775 for the teen participant (over 15-18 months)
