  2. Role of the Lead Education Commissioner for MSC A strategic role that will be part of the transition arrangements for education commissioning and training. The role is undertaken by NHS West Midlands and will provide assurance of a standardised, consistent and coherent approach to the delivery of MSC programmes. It will focus on the delivery of high quality outcomes, and ensure collaboration and the sharing of good practice. It will do this by:

Role of the Lead Education Commissioner for MSC • commissioning the Masters programmes on behalf of other SHAs using the tender specification framework. • holding funding for STP tuition fees on behalf of all SHAs. • supporting the development of ‘themed networks’ of rotation providers. • collating HCS training & education plans from all SHAs • working with SHAs to co-ordinate workplace-based training. • maintaining an oversight of the quality of delivery of the academic and workplace-based training • performance-managing commissioned programmes. • inputting into Standards of workplace training in respect of LDAs. • leading the provision of National Assessment Centres for applicant trainees. • managing the development of the workplace-based assessment tool. • co-ordinating the delivery of MSC Train the Trainer programmes.

Role of the local Strategic Health Authority The SHA will undertake local planning and profiling of the scientific workforce, and provide the lead Commissioner with the data it requires to commission on the SHA’s behalf. The SHA will distribute MPET funds to Providers of NHS Services acting as employment hosts for Healthcare Scientist trainees. The SHA will ensure that local quality-monitoring data informs the contract review processes of the Lead Commissioner. It will do this by:

Role of the local Strategic Health Authority • being responsible for local management of the MPET budget – including payment of trainee salaries. • holding LDAs with local Providers of NHS Services for the provision of workplace-based training. • supporting the development of local networks. • providing workforce and education plans to the Lead Commissioner. • ensuring the presence of a local training infrastructure to manage rotations. • monitoring the quality of workplace-based training and including MSC programmes in LDAs with local training providers. • liaising with HR in employing Trusts during recruitment of trainees. • disseminating information to local trainers and coordinators.
