  2. Background Hammersmith & Fulham is situated on the western edge of Inner London, in a strategic location on the transport routes between the City and Heathrow It is the fourth highest densely populated London Borough or Local Authority in England and Wales

Inspections • Structure of pre, mid and post inspections • On receipt of completed application site is assessed and photo taken of condition of footway at pre inspection • During licence period a mid inspection is programmed using Confirm for compliance with terms and conditions • A post inspection is programmed on licence expiry to confirm if structure has been removed and if any damage to highway, or if structure still present to pursue renewal fee

The borough is split into four areas for inspection purposes. • Each area is divided into manageable routes which officers download onto their PDAs to visit on a daily basis. • This ensures all roads in the borough are checked at least once a month to identify any unlicensed structures, highway contraventions etc

  7. Enforcement • Licensed structures – enforcement may include verbal/written warnings, removal notices, interview under caution, prosecution • Damage to the highway – paving, cellars, crossovers • Private forecourts – dangerous only • Illegal connections – working on highway without permission • General obstructions • Water discharge over footways

  8. IT • Confirm – Asset management system • PDAs – hand held devices for on site • Egis – Web based mapping facility

Income • On average we licence between 50-70 structures per month • £15,000 - £20,000 income per month • Total income 07/08 £500,000. 08/09 total income nearer £250,000 due to new skip policy but additional income from the parking bay suspension so overall Council total has increased • Impact of current economic climate • Home owners more likely to convert current properties instead of moving which may increase the requirement for licences even in the current downturn

Skip Licensing Policy • New policy began in August 2008 requiring all skips and building materials to have in place a bay suspension as well as licence • Introduced due to high level of complaints from residents re lack of parking places, skips being left outside one address and working on another, taking up of too many bays for too long etc • Aim: to deter skips being left on the highway for longer than necessary

Skip Licensing Policy • Fees £27 per bay per day plus £59 licence fee (£53 renewal) • Minimum 8 days notice required to place notification signage on site • Applications only accepted from Skip company or registered contractor • Allows greater accountability re damage issues and non compliance with terms and conditions of licence • Firm enforcement policy advertised re prosecution or removal of skip

Skip Licensing Policy • Resulted in a dramatic reduction in applications and skips placed on the highway • Previously averaged 250 – 300 licences per month • After new policy averaged 40 – 60 licences per month • Reduction in licence income offset by increase in bay suspension income • Policy achieved the aim of less skips on highway and resident complaints

Issues for future • Easier payment methods – monthly or quarterly debits would help tables and chairs applications • On line applications – customer focus • Restructure of fees – fees set by government similar to street works? introduce an inner London and outer London fee? • FPNs – to improve compliance with licence terms and conditions • T&C robust enforcement policy
