Role of Environmental Information • Source for the formulation and implementation of policy/decision making • Means and subject of the development of international cooperation (to prepare requests for donor financing, implementing commitments with regard to MES) • Means for the development of environmental awareness of the public and its mobilization

  4. Requirements for Environmental Information Information should be: • relevant, • topical, • good, • reliable.

  5. Basic Principles • Information must be managed as close to its course as possible. • Once collected, information must be made available for use for a variety of purposes. • Information should be easy to find and it should be available online; • Information must be comparable at the corresponding geographical level. • Informationmust be fully accessibleby the public at large at the national level in the corresponding national languages. • Informationmust be easily accessibleby theauthorities and help them assess the state of the environment and effectiveness of the environmental policy in a timely manner, as well as to develop a new strategy. • Information management and its accessibility must be supported on the basis of the generally accepted standards of free applications with an open source code .

  6. «Environmental Reporting System» • Information on the state of the environment and/orenvironmental impacts will be prepared by: GAOOSLH, Ministry of Agriculture and Melioration, Ministry of Emergencies(Kyrgyzhydromet), Ministry of Health, State Registration Service, etc. It is collected in accordance with departmental reports or forms • The National Statistics Committee of the Republic of Kyrgyzstan collects information in accordance with the forms of statistical reporting

International Requirements • Guidelines for the Preparation of Indicator-Based Environment Assessment Reports” approved at the 6-th Conference of the Environment Ministers (Beograd, 2007) – 36 environmental indicators in 6 areas; • The indicators are categorized in accordance with the arrangement offered by the EEA such as D-P-S-I-R where D means Drivers, P means pressure, S means state, I means impact, and R mean response

Recommendations of the 2-nd Environmental Performance Assessment: Chapter3 «Information, Public Participation and Education» • Recommendation3.1: The Government should consider as early as possible the situation with the national environmental monitoring, development of the strategy and action plan for the required upgrade and improvement of the monitoring networks in accordance with the international principles and best practices. This action plan must have specific timeframes and budget in order to: • (а). Resurrect the soil monitoring, maintain and expand the air and water quality monitoring networks linking the monitoring objectives with the priority environmental concerns; • (б) Increase the number of the parameters measured, in particular of the ozone layer, PM10 particulates, heavy metals, persistent organic substances in the ambient air, and the number of biological parameters in water; • (в) Gradually move to automatic measuring and improve data quality control and storage; • (г) Link data on the environment quality with data on the air emissions of enterprises; • (д) Establish and coordinate an integrated environmental database in the central environmental agency, which, in turn, will be linked with environmental databases of other governmental agencies engaged in the environmental monitoring programs.

  27. Recommendations of the 2-nd Environmental Performance Assessment: Chapter 3 «Information, Public Participation and Education» • Recommendation3.2: State Agency for Environment Protection and Forestry, with the support of the National Statistics Committee of the Republic of Kyrgyzstan, must prepare environmental reporting proposals to be approved by the Government of the Kyrgyz Republic. • These proposals must reflect the legal requirements and working procedures for regular reporting by the polluters to the environmental and statistics authorities; • The Proposals must also refer to the periodic publications of the environmental review results based on the national and regional indicators. This also must be based on the Guidelines for the Preparation of Indicator-Based Environment Assessment Reports (UNECE)

Recommendations of the 2-nd Environmental Performance Assessment: Chapter 3 «Information, Public Participation and Education» • Recommendation3.3: In order to drastically improve poublic access to environmental information: • (а) The State Agency for Environment Protection and Forestry must establish specific procedures mandating its structural units to submit on a regular basis environmental information for the publication on the Agency’ web-portal, as well as to plan on an annual basis preparation of environmental publications to be funded from the Nature Protection Fund; • (б) The Ministry of Emergency Management, Ministry of Health and other ministries and agencies that are in possession of environmental information, must establish information centers and develop mechanisms to poractively share environmental information among the public at large.

  29. Recommendations of the 2-nd Environmental Performance Assessment: Chapter 3 «Information, Public Participation and Education» • Recommendation3.4: The State Agency for Environment Protection and Forestry and the Ministry of Justice must finalize the process of bringing the national legislation in accordance with the requirements of the Aarhus Convention to ensure the governmental authorities implement theme in a practical way including application of the Convention provisions by the judiciary bodies especially at the local levels . • The Agency, in cooperation with other governmental authorities and NGO, must develop a detailed strategy for the implementation of the Aargus Convention aimed, in particular, at building the civil service capacity, providing open access to environmental information, and public participation in the environmental decision making.
