The CSP-DSW Project A Techno – economic study focused on: • An examination of current technologies for Desalination and Electricity Production using Concentrated Solar Power. • An assessment of the maturity of the available technologies for implementation in a pilot and subsequently in a commercial plant. • Defining the operational parameters, capacity and a conceptual design for a pilot plant. (initial constraint: budget of 18 MEuro + land). • Providing an economic assessment, feasibility and viability of the proposed technology.

The CSP-DSW Project The Cyprus Government recognized early the need for the utilization of renewables for electricity and water production. • The study had benefited from the vision, support and interest of the Presidency of the Republic: • The President identified the need and branded it “strategic” not only for Cyprus but also for the Union for the Mediterranean at the founding meeting of the UfM. • The Undersecretary to the President has monitored and supported every step of the project. • Initiated by the Planning Bureau • Launched by the managed by the Department of Control of the Ministry of Communications and Public Works Pursued in close collaboration with the: Cyprus Energy Regulatory Authority Water Development Authority (Ministry of Agriculture) Ministry of the Interior Energy Division of the Ministry of Industry Commerce and Tourism 3

The CSP-DSW Project Goal of this Workshop: To present our findings, discuss and validate: The current state of CSP and desalination technologies CSP-DSW (cogeneration) technological solution for the conditions in Cyprus The potential of the CSP-DSW technology for deployment in Cyprus and the MENA and Mediterranean regions Policy and economic considerations for the promotion of RES technologies in Cyprus and the region The proposed technological solution, and collaboration options on innovative research and technology assessment for RES. We will finalize our report & conclusions after we incorporate the input we will receive in this workshop. 4

The CSP-DSW Project Findings & Recommendations • The concept of CSP_DSW co-generation is sound both technically and financially. • Thermal Storage so the plant can operate on a 7d/24h basis is feasible and highly desirable – essential. • The technologies that need to be employed are not adequately mature for Pilot Plan implementation; ready for the deployment in an experimental facility -urgently needed to test and prove their reliability.

The CSP-DSW Project Findings & Recommendations • A detailed and sophisticated business model reveals that such a plant, will be economically profitable. • The utilization of hilly terrain (e.g. the South Coast of Cyprus) a novelty, is recommended. • A capital investment of about 25 Million Euros (excluding the cost of land) will be needed for a minimum size of 4MWe. • Operational & Maintenance costs highly uncertain introducing unacceptable risk.

The CSP-DSW Project Findings • We judge that the commercial unavailability of some components will introduce unnecessarily high risk and imparting unacceptable financial risk. • A number of promising technological solutions now at the conceptual level, have not yet been demonstrated or tested to a sufficient degree so as to present acceptable risk for incorporation in a pilot plant. • Recommendation:ready for the deployment in an experimental facility - needed to test and prove the reliability of subsystems and components.

  8. The CSP-DSW Project Tariffs & Policy Incentives: A Feed-in Tariff for water produced from RES should be established to compensate and encourage “green” water production. Tarrifs should be introduced to reward availability on demand (or base load operation) and to encourage energy storage innovation. Current Feed-in Tariff policies (both in Cyprus and other Countries) introduce undesirable market distortions, especially for co-generation. There is considerable room for improvement.

  9. The CSP-DSW Project Path Forward: • Start vigorous testing at the CyI Pentakomo field facility for Solar and Desalination Technologies (It will be ready for use in the fall- special to the Ministry of Interior, Meteo Service & Electricity Authority of Cyprus). • Improve and verify reliability of test components in a three- year program. • Plan the construction of a pilot plant in at the end of the three year period. (Parameters: 4MWe, a detailed conceptual desing is presented) 9

The CSP-DSW Project Some Observations: • Overall state of the field not as developed as companies or the press would like us to believe. • The field is not dominated by multinationals or giants having a ”lock” on the market. • It is an excellent field for “entry” into green economy; innovation will drive it and SMEs can start pursuing a market that will grow into a multibillion euro industry. 10
