E-Reps Forum Increasing Environmental Awareness Recommendation 4.1 • “Installation operators and licensees should review their safety and environmental management systems to ensure they take sufficient account of ambiguous or uncertain signals of process abnormality and their scope to have a compounding effect in critical aspects of major hazard risk control. The signals should be treated as indicators that an operation may be unstable or unsafe and prompt the necessary action to ensure that risk is kept under control. “ • Operators create the risk and should identify & control it • Use good practice and share knowledge

E-Reps Forum Increasing Environmental Awareness Recommendation 4.2 • “The industry should agree principles to ensure concerns about proprietary information and legal exposure do not prevent rapid sharing amongst operators of lessons which could help mitigate the risk of a serious incident. Regulators should use existing powers and influence to help ensure learning is shared on a timely basis.” • An important aspect in the prevention of major safety and environmental incidents is learning from previous incidents. • In a major hazard industry such lessons should not be proprietary to any one organisation; they must be shared for the safety of all and for the protection of the environment.

E-Reps Forum Increasing Environmental Awareness Recommendation 4.2 • Responsibility for sharing information lies primarily with industry • Regulators have unique industry wide perspective • DECC issue Environmental Alerts • Inspectors will check on these • Engage with e-reps offshore to discuss any issues

E-Reps Forum Increasing Environmental Awareness Recommendation 7.1 • “The Review Panel recommends that individual operators and industry organisations such as OGUK and IADC continue to develop management systems and best practices for rig crew engagement which drive a continuously improving culture of safety and environmental protection within their workforce.” • While a lot had been done to improve safety and environmental awareness, the Panel’s perception was of mixed success, with scope for more to be done fully to embed that awareness in workforce thinking and operational practice across the sector in a consistent way. • Positive benefit seen from safety reps • Similar benefit could be expected from fully supported e-reps

E-Reps Forum Increasing Environmental Awareness Recommendation 7.2 • “The Panel also recommends that operating companies expand the scope of existing non-statutory workforce involvement in environmental roles to include offshore environmental protection issues….” • BEST course – stronger guidance from UKO&G would be useful • Part of EMS implementation

E-Reps Forum Increasing Environmental Awareness Environmental Management Systems ISO 14001:2004 Environmental Management Systems • EMS – Training, awareness & competence • All personnel whose work may create a significant impact receive appropriate training in order to be aware of: • Importance of conformance with environmental policy and procedures and with requirements of EMS • Significant environmental impacts • Roles and responsibilities in achieving conformance with policy • Potential consequences of departure from specified operating procedures

E-Reps Forum Increasing Environmental Awareness Current Inspection Findings • DECC undertakes approx 80 inspections per year • ~3-4 have no regulatory breaches or just advice • Most have 5-10 regulatory breaches or advice • Some have 20+ breaches / advice • Majority could be prevented by proper awareness of all concerned – from OIM to deck crew • Improvement in environmental awareness needed

E-Reps Forum Increasing Environmental Awareness Advantages of E-reps • better workplaces – because employee input is valuable to identify hazards, assess risks and develop ways to control or remove risks; • better decisions about environment – because they are based on the input and experience of a range of people in the organisation, including employees who have extensive knowledge of their own job and the business; • stronger commitment to implementing decisions or actions – because employees have been actively involved in reaching these decisions – so have been engaged throughout; • greater co-operation and trust – because employers and employees talk to each other, listen to each other and gain a better understanding of each other’s views; • joint problem-solving

E-Reps Forum Increasing Environmental Awareness What can E-Reps do • Site Audits • Reinforce Environmental / Regulatory message to offshore staff • Encourage Environmental aspect to Safety Observation Systems • Encourage cross learning intra-company • Share industry across industry with colleagues • Involvement in Investigations • DECC inspection preparation • Meet with DECC inspectors
