TI Staff Positions As per the NACO HR policy guidelines, TIs have the following staff members: • Project Director • Programme Manager/Coordinator • Counsellor • Accountant • Outreach Worker • MIS Officer • Peer Educator • Doctor (part-time)
Project Director • Should be from the implementing NGO/CBO • Spend 30% of his/her time for the Targeted Interventions programme in a month • Attend the meeting called by SACS/TSU • Ensure budget utilization according to the approved line item
Programme Manager (PM) • Lead project team, design and implement TI • Ensure overall service delivery for community as per the performance indicators • Design/develop appropriate project management plan and ensure cost effective implementation • Develop MIS covering various aspects of TI so that continuous monitoring of performance is possible with appropriate checks and balances • Understand needs of project team and co-ordinate with TSU, SACS, NGO and other external resource persons for quality training and capacity building
PM Contd. • Develop weekly work plan, as per performance indicators, for ORWs and Counsellors keeping in mind the quarterly requirements of the project • Conduct weekly/monthly meetings with team members to identify shortfalls in each proposed activity (condom distribution/social marketing, BCC, community mobilization, STD services etc.) and evolve corrective measures/ plans of action • Build project team by leading by example, by assisting and motivating through participative management • Maintain relationship with key stakeholders involved in the HRG network: police, health officers, DAPCU, social welfare department
Counsellor/Nurse/ANM • Act in co-ordination with field workers and Programme Managers in the overall service delivery • One to one counselling - STD cases, patient management • Ensure partner notification and follow up for recurrent cases • Patient management, recording case history, follow ups and adequate reporting through MIS at the clinic • Co-ordinate with Programme Managers in creating strong horizontal linkages/networking with the local clubs, administration, community key influencers and with other partner NGOs, civic service organizations working in the field and Government Departments, hospitals for referral services
Doctor (part time) • Provide treatment - General, STI, HRB, Opportunistic infections • Take exposure history from patients • Advice for investigation and referral • Participate in the Clinic Management Committee and incorporate the community’s feedback in providing clinical services • Motivate patients regarding follow-up and partner notification
Outreach Worker (ORW) • Manage field level activities, clinical operations, adequate reporting to the Programme Manager and continuous monitoring of the functioning of peers and others through MIS • Conduct meetings with peer educators at least once a week to identify the shortfalls in the proposed field activities (condom distribution/social marketing, BCC, STD services etc.) and evolve corrective measures/ plans of action • Work in close co-ordination with the local clubs, administration, community key influencers and create strong horizontal linkages/networking with other partner NGOs, civic service organizations working in the field and Government Departments, hospitals for referral services • Facilitate training and capacity building of Peer Educators along with the Programme Manager through appropriate support from TSU, TI NGO and other external resources
ORW Contd. • Assist the Programme Manager in developing weekly work plan as per the performance indicators for the Peer Educators and their implementation • Ensure clinical services are undertaken unhindered (organizing medical camps, mobilizing STD patients to the clinic etc.) • Ensure compliance of STD cases, tracking re-infections, co-ordinating with the Programme Manager and the Accountant for procurement of medicines in time
Peer Educator (PE) • Conduct BCC sessions (one to one and one to group including FGD) • Provide condoms to HRG • Facilitate and replenish condom depots in the project area • Mobilize HRG for project related activities • Participate in all project related activities
PE Contd. • Ensure that the clinical services are undertaken unhindered (organizing medical camps, mobilizing STD patients to the clinic etc.) • Ensure compliance of STD cases, tracking the re-infections • Co-ordinate with the ORW and outreach team in creating appropriate strategies and advocacy environment for successful implementation of TI in the target area
Accountant/Administration • Maintain book of accounts as per the standard accounting practices - cash book, ledgers, bank books (if any) • Ensure adequate support and cross references with the activity trail in respect of each transaction are in place so as to have transparency in operations • Verify whether payments are properly authorized, payee details are correct and ensure they are charged to the correct expenditure head • Handle petty cash amount ensuring the average cash balance is at minimum levels and cash box is held in safe custody • Ensure all cash advances are accounted for and liaison with the recipients for maintaining advance registers • Verify that all vouchers are attached with supporting documents and ‘pucca’ bills are available as per the accounts manual guidelines
MIS Officer • Compilation, retention, sharing of information related to TI performance (Programmatic and Financial) • Timely compilation of information in the designated formats and preparation of analysis reports • Timely sharing of information in the CMIS formats with SACS either electronically or manually
Conclusion • Effective management of human resources is the key to a successful programme • OGs clearly mention the responsibilities of each staff member • Each staff member should sincerely carry out his/her duties • It is possible to work collectively towards reducing HIV/AIDS!
