  2. Background On September 23, 2010, the School Board authorized a boundary study to address overcrowding in a number of elementary schools in the southwestern part of the county. The study is based on community planning efforts, which began under the Southwestern Regional Planning Study Committee (SWRPSC),an ad hoc citizen planning committee, which began in October 2009. The 23 elementary schools included in the scope of study were: Bonnie Brae Colin Powell Greenbriar East Providence Brookfield Cub Run Greenbriar West Sangster Bull Run Deer Park Laurel Ridge Union Mill Centre Ridge Eagle View London Towne Virginia Run Centreville Fairfax Villa Oak View Willow Springs Clifton Fairview Poplar Tree

Boundary Study Objectives • To maximize efficient use of funding for both capital and operating budgets • To achieve building utilization at all elementary schools within the study area between approximately 95% - 105% of program capacity • To conform with School Board Policy and Regulation 8130

Boundary Study Parameters * The outcome of the boundary study determines the location of needed building additions • Building additions may be considered at one or more of the following elementary schools: Bonnie Brae, Cub Run, Fairfax Villa, Fairview, Greenbriar East and Union Mill Elementary Schools • No building addition will result in a school’s program capacity exceeding 950 students

  5. Public Notification • Backpack notices to parents • FCPS Press Releases • Keep in touch “KIT” news releases • Posting on FCPS homepage and Facilities and Transportation website

  6. Community Outreach • Development of FAQs website specific to the study with staff response to hundreds of inquiries • Posting of all information in advance of the meetings • Six community dialogue meetings on October 25, and 26, 2010 to present and get feedback on the initial boundary options A, B and C

Community Responses Options A, B and C Concerns • Total number of students affected • Moving students from full to half day Kindergarten • Closing of Clifton Elementary School • School enrollments either too big or too small • Advanced Academic Programs (AAP) Center moves • Domino effect moves • Middle and high school assignments

Community Responses Option D • Community feedback used to develop Option D • Web survey for district wide feedback on options A, B, C and D • Over 600 responses received including 66 • from citizens residing outside of the study area • 65% of respondents supported Option D completely or with minor changes • Continuing concern over enrollments and efficient building utilization

  9. Staff Recommendation The staff recommended boundary adjustments incorporate: • Community feedback • Comments from cluster offices and principals • Input from Instructional Services, Special Services and Transportation • Policy 8130 and School Board objectives/parameters specific to this study

Staff Recommendation • Interior architectural modifications at • Fairview E.S. to recapture additional capacity (2011-12) • 8 classroom modular relocation from Canterbury Woods to Centreville E.S. (2012) • 8 classroom addition at Greenbriar East E.S. (2013) • 8 classroom addition at Union Mill E.S. (2013) • 6 classroom addition at Fairfax Villa E.S. (2013)

Staff Recommendation • Clifton students moved to Fairview attend AAP Centers at White Oaks E.S. and Lake Braddock M.S. • Clifton students moved to Oak View attend AAP Centers at Willow Springs E.S. and Lake Braddock M.S. • Clifton students moved to Union Mill continue attending AAP Centers at Willow Springs E.S. and Rocky Run M.S. • Fairview students moved to Oak View attend AAP Centers at Willow Springs E.S. and Lake Braddock M.S. • AAP Center assignment for Eagle View change from Greenbriar West to Willow Springs AAP Center

Staff Recommendation Capital/Operating Budget • Increases capacity by more than 800 student spaces at a cost of approximately $15.1 million • Places capacity at epicenter of overcrowding • Capital costs are less than site acquisition and construction of a new school • Does not require a new school with associated operating costs
