Content Analysis of partnerships on different levels: • Programme level (7 programmes) – partnership between PO and DPP • Project level (144 projects in 14 programmes) – cooperation between project partners – project promoter and donor project partner(s) • Bilateral initiatives • National level (26 applications) – final beneficiaries and partners within Fund for bilateral relations on the national level • Programme level (46 applications) – contact seminars and final beneficiaries of bilateral initiatives and partners within Fund for bilateral relations at programme level (Measure A and B)
